Civil Engineer I Overview
The Civil Engineer I - Transmission & Distribution performs entry level engineering calculations, analysis, design, and engineering support to operations. Drafts technical sections of feasibility studies. Prepares basic plans and specifications for procurement.
Civil Engineer II Overview
The Civil Engineer II - Transmission & Distribution performs fundamental engineering calculations, analysis, design, and engineering support to operations. Drafts technical sections of feasibility studies. Prepares fundamental plans and specifications for procurement.
Civil Engineer III Overview
The Civil Engineer III - Transmission & Distribution performs engineering calculations, analysis, design, and engineering support of medium complexity with increasing independence. Drafts technical sections of feasibility studies. Prepares plans and specifications for procurement.
Civil Engineer Senior I Overview
The Civil Engineer Sr. I - Transmission & Distribution performs transmission and distribution line engineering design, analysis and calculations of advanced complexity frequently determining the need and scope of the analysis and calculation. Prepares technically complex plans and specs for procurement. Leads multi-disciplinary teams to solve problems.
Civil Engineer Senior II Overview
The Civil Engineer Sr. II - Transmission & Distribution performs engineering design, analysis and calculations of advanced complexity frequently determining the need and scope of the analysis and calculation. Prepares technically complex plans and specs for procurement. Leads multi-disciplinary teams to solve problems.
Civil Engineer I Responsibilities
- Engineering: Performs basic engineering design, analysis, calculations, and project management as assigned related to the design of overhead power lines. Evaluate and propose basic approaches to problems in support of feasibility studies. Participate in multi-disciplinary teams to solve problems. Prepare and mark up schematic, one-line, and project related plans and specifications. Propose, develop and implement basic design options and alternatives. Learn software programs for basic power line design and structure analysis. Learn to work with engineering consultants on larger projects. Propose basic structure and work sequence to guide activities. Receives frequent technical guidance from higher level engineers and management. Regularly refers to training material, textbooks, and references. Prepare basic cost estimates. Write technical purchase and construction specifications, including construction drawings. Prepare material, professional service and/or labor bid document packages reviewed by senior staff. Follow engineering QA/QC procedures. Review submittals and respond to requests for information during construction.
Civil Engineer II Responsibilities

Utilize software programs for power line design and structure analysis of medium complexity. Prepare service agreements with engineering contractors for larger projects, reviewing proposed designs. Provide structure and work sequence to guide technical activities. Receives occasional technical guidance from higher level engineers and management. Rarely refers to training material, textbooks, and references. Prepare cost estimates. Write technical purchase and construction specifications, including construction drawings. Prepare material, professional service and/or labor bid document packages. Follow engineering QA/QC procedures. Review submittals and respond to requests for information during construction.

Investigate alternatives for troubleshooting and solution design for obscure or indeterminate problems. Evaluate and propose conventional and sometimes innovative approaches to problems in support of feasibility studies. Lead multi-disciplinary teams to solve problems. Prepare and mark up schematic, one-line, and project related plans and specifications. Develop and implement design options and alternatives. Utilize software programs for power line design and structure analysis of moderate to advanced complexity. Prepare service agreements with engineering contractors for larger projects, reviewing proposed designs. Provide structure and work sequence to lower-level engineers to guide technical activities. Receives infrequent guidance from higher level engineers and management. Rarely refers to training material, textbooks, and references. Prepare cost estimates. Write technical purchase and construction specifications, including construction drawings. Prepare material, professional service and/or labor bid document packages. Civil Engineer Senior II Responsibilities
- Engineering: Performs a broad range of engineering design, analysis, calculations, and project management of advanced complexity as assigned, frequently determining the depth needed for electrical systems and equipment associated with transmission and distribution systems in design of overhead power lines. Incumbent may perform any of the following duties: Investigate alternatives for troubleshooting and solution design for obscure or indeterminate problems. Evaluate and propose conventional and sometimes innovative approaches to problems in support of feasibility studies. Lead multi-disciplinary teams to solve problems. Prepare and mark up schematic, one-line, and project related plans and specifications. Develop and implement design options and alternatives. Utilize software programs for power line design and structure analysis of advanced complexity. Provide structure and work sequence to lower-level engineers to guide technical activities. Receives only general objective guidance from higher level engineers and management. Refers to training material, textbooks, and references only to verify accuracy or determine proper methods for less common problems. Prepare cost estimates. Write technical purchase and construction specifications, including construction drawings. Prepare material, professional service and/or labor bid document packages. Qualifications
Civil Engineer I, II, III Education
Equivalent experience (year for year) may substitute for required education.
- Bachelor's Degree (B.S., B.A.) in Civil Engineering or equivalent combination of education and experience is required.
- EI (Engineering Intern) or EIT (Engineer in Training) achieved by passing the FE (Fundamentals of Engineering) exam is preferred.
Civil Engineer Senior I, II Education
Equivalent experience (year for year) may substitute for required education.
- Bachelor's Degree (B.S., B.A.) in Civil Engineering or equivalent combination of education and experience is required.
Civil Engineer I Experience
- Candidates with work experience in transmission and distribution systems, with an electric utility or similar applications are preferred.
Civil Engineer II Experience
- 2+ years experience performing fundamental transmission or distribution engineering in the field of designing overhead power lines is required.
- Examples of successful application of fundamental engineering in the form of reports, specifications and drawings, participation in data collection, field research, or inspections is required.
Civil Engineer III Experience
- 4+ years experience performing transmission or distribution engineering of increasing complexity in the field of designing overhead power lines is required.
- Examples of successful application of engineering of medium complexity in the form of reports, specifications and drawings, participation in data collection and field research or inspections is required.
Civil Engineer Senior I Experience
- 6+ years experience performing transmission or distribution engineering of increasing complexity in the field of designing overhead power lines is required.
- Examples of successful application of advanced engineering analysis, troubleshooting, system maintenance and design, and specialty application is required.
Civil Engineer Senior II Experience
- 8+ years Requires a minimum of eight (8) years’ experience performing transmission or distribution engineering of increasing complexity in the field of design of overhead power lines. Experience must include examples of successful application of advanced engineering analysis, troubleshooting, system maintenance and design, and specialty application. required.
