Full Job Description

The Division of Prevention Services partnered with UAU and Staten Island schools to offer families flexible service options and support. This is part of the broader interagency efforts between ACS and the DOE to prevent families at risk of receiving ACS interventions at home.

POSITION SUMMARY: The Quality Assurance Manager is expected, under general supervision, to lead quality assurance within the School Based Early Support Program and quality improvement activities using data to strengthen the child welfare prevention program. The Quality Assurance Manager must possess a knowledge base of technical skills, superior program analysis, and a strong understanding of how decision making can be supported by timely and reliable data. The Quality Assurance Manager will need to have the ability to effectively and efficiently review, analyze, interpret, and succinctly summarize information from diverse sources, including documents, surveys, and case reviews. The Quality Assurance Manager will need to conduct themselves in a professionally appropriate manner.

PRIMARY JOB RESPONSIBILITIES (include but are not limited to):

· Conduct case record reviews for compliance with ACS and OCFS standards, quality case practice, and model fidelity.

· Review case management data and documents.

· Analyze qualitative and quantitative data records and reports to monitor prevention programs for performance.

· Comply with all federal, state, and agency security and privacy policies intended to protect client confidentially.

· Guide programs in interpreting analysis of data, records, and safe measure reports to identify performance strengths, trends, and areas in need of improvement.

· Develop relevant and targeted action plans for improvement based on performance strengths, data trends, and areas of improvement.

· Manage quarterly and annual ACS outcomes, process, and practice measures and data and assist with ACS Collaborative Quality Improvement (CoQI) responsibilities.

· Coordinate quality assurance and quality improvement efforts across programs.

· Work alongside staff to ensure programming is conducted by ACS and UAU standards.

· Ensure staff complete the mandatory 42-hour training requirements per year as per ACS regulations.

· Develop and deliver support plans to ensure staff are performing in a professional, team building manner.

· Manage and secure all case files, documentation, and program reports via Connections, PROMIS, Hard Files, and any other vital information program related.

· Collaborate with program QA/QI team and stakeholders (ACS and others) to ensure program quality and effectiveness.

· Track program participation, outcomes, and data in Client Track (agency database) to maintain accurate records and generate reports.

· Continuously evaluate program effectiveness using data analysis to identify areas for improvement.

· Implement data-driven improvements and stay up to date on best practices in family support and children's development.

· Ensure all case files are fully completed and work with supervisors to ensure completion.

· Assist with the development of collaborative partnerships with the school staff, administration, and stakeholders.

· Maintain and manage daily and monthly proper and effective communications with any applicable stakeholders, school staff, participants and families pertaining to any type of event, activity or any other related SBES programming and initiatives.

· Responsible to ensure that all documentation related to all SBES participants and families are kept secure (under lock) and confidential.

· Other duties and responsibilities as assigned.

JOB QUALIFICATIONS:

· Master’s degree in social work, education, or similar human services field and or BA/BS/BSW with relevant experience

· 1 year minimum working experience with New York City child welfare programs and ACS requirements and systems including PROMIS AND CONNECTIONS.

· Excellent communication, interpersonal, and organizational skills.

· Ability to build trust and rapport with diverse staff and stakeholder personnel.

· Familiarity with community resources and support systems.

· Experience with supporting program implementation and model fidelity.

· Bi-lingual preferred.

· Excellent communication skills, both verbal and written.

· Strong computer/technology skill set, including proficiency with Microsoft Office Suite (Word & Excel), CONNECTIONS and PROMIS.

· Ability to work in a collaborative environment and accept constructive criticism.

· Obtain and maintain all security clearance requirements throughout the duration of employment.

· Must be culturally competent - the ability to understand, be sensitive to the needs of, communicate with, and effectively interact with people across all cultures.

· Familiar with the regulations and requirements for ACS and NY State Departments of Health and aware of the compliance requirements as enacted by Federal, State and local jurisdictions as applicable based on the department’s contractual obligations.

· Required; Valid drivers license and reliable, accessible mode of transportation

· Willing and able to speak, read and translate Spanish, preferred

· Willing to take initiative and work a flexible schedule when needed

· May include working prolonged periods of time sitting at a desk and working on a computer.

· The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.

· The ability to observe details at close range (within a few feet or more of the observer).
