The LBHA in the seaside community of Long Beach provides its residents with clean, safe, and affordable housing in a non-discriminatory manner.
The LBHA owns and manages four senior buildings with a total of 266 apartments, a complex of low-income homes with a total of 108 units and 384 section 8 housing vouchers in the City of Long Beach.
The Executive Director is responsible for the day-to-day operations and administration of all of the LBHA programs, including the planning, development, management, maintenance, and operation of the buildings and the Section 8 program. The Executive Director is responsible for the management and direction of all personnel, and implementing all initiatives that fall within the frame work of federal, state and local housing legislation. The Executive Director advises the LBHA’s Board of Commissioners on all matters relating to LBHA's policies and activities.
Duties / Responsibilities:
Responsible for the day-to-day oversight and management of all programs, physical assets, and initiatives of The LBHA.
Manages the LBHA’s relationships with the tenants/residents of the LBHA
Guides the LBHA’s Board of Commissioners in setting policies.
Implements the Board of Commissioners' policies through the establishment and administration of procedures.
Supervises, manages and oversees all personnel in accordance with LBHA policies and procedures and New York State Civil Service laws and regulations.
Responsible for yearly evaluations of all employees.
Supervises, manages, and is responsible for the financial management and internal controls, including budget control, revenues control, disbursements, financial controls of the LBHA., working with LBHA's fee accountant and auditor to ensure sound financial management practices.
Prepares and submits the LBHA’s annual operating budget to the Board of Commissioners for approval.
Acts as Procurement Officer and Contracting Officer.
Ensures ongoing availability of qualified professional services, e.g., legal, accounting, auditing, A/E, IT, in compliance with LBHA and US/HUD regulations and policies.
Ensures timely compliance with all applicable laws, rules, regulations, and reporting requirements.
Maintains professional and productive working relationships with federal, state, and local governmental agencies, associated private entities, and the general public.
Remains informed about, and, when appropriate, pursues federal, state, and private funding opportunities to advance capital and/or operating efforts.
Remains informed about current and evolving legislation and regulations as they pertain to programs and initiatives.
Prepares agendas in consultation with the Board Chair for Board of Commissioners’ meetings
Prepares reports and background materials for the Board of Commissioners' review and guidance at its monthly meetings.
Manages the cost of employee benefit programs.
Provides training and professional development opportunities, as appropriate, to staff and Board members.
Qualifications: Bachelor's Degree from an accredited college or university. Experience managing subsidized multifamily housing programs. A working understanding of applicable federal, state, and local laws, regulations and policies. Experience in organizational administration, staff supervision, finance. Demonstrated success in grant writing and administration is desired. Valid driver's license. Must be insurable.
