Responsibilities:
Assisting the Lab Medical and Administrative Directors of Pathology with technical and administrative laboratory functions and interrelationships with other stakeholders. Maintains full responsibility for quality, timeliness, and accuracy of work, procedures, personnel, and costs containment initiatives. Formulates goals, assigns objectives, helps to establish standards of practice, ensures continuity of services, plus all related technical functions. Assists the Lab Medical and Administrative Directors of Pathology with operational trouble-shooting and coordination of all areas for efficient and compliant operations.
MAJOR TASKS, DUTIES AND RESPONSIBLITIES
- Operational oversight of the technical activities of Laboratory sections
PRINCIPAL DUTIES & RESPONSIBILITES
MANAGEMENT OF STAFF
- Oversight of Pathology Supervisory personnel and establishes technical goals for all lab sections. Assigns responsibilities among staff and monitors their work,
Performance Criteria
- Participates in the orientation of newly hired staff
- Defines the expected outcome and time of completion clearly to staff.
- Communicates the objective of the assignment to the employee.
- Assigns work in order to accomplish goals in timely fashion.
- Solicits feedback from the employee to ensure the assignment is understood.
- Oversight of store room staff and associated activities
SAFETY OFFICER
- Serves as the lab safety officer and is responsible for compliance with all regulations and standards:
Performance Criteria
- Ensures staff compliance with all safety regulations and performs safety orientation for newly hired staff
- Provides safety training as necessary on safety, hazardous materials, ergonomics, etc
- Oversees the annual hazardous training exercise and documentation of compliance
- Serves as departmental representative on various hospital committees including Spill team and Safety
- Maintains the lab FDNY Certificate of Fitness documentation
- Coordinates the biannual fire drill with the hospital Fire Safety Officer
- Performs monthly review of the Chemical Storage room and gas tank storage room logs
- Coordinates the recall process in conjunction with lab section leadership and Hospital BioMed Department and maintains the documentation of compliance
- Ensure portable eyewash solutions are changed out at least every 120 days
EQUIPMENT OVERSIGHT
- Assists the Administrative Director in monitoring and maintaining existing equipment, and completing requests for equipment replacement.
Performance Criteria
- Works with the Administrative Director to submit capital requests to the hospital Medical Equipment Committee
- Develops cost benefit proposals for acquisitions
- Oversees the maintenance of equipment and serves as site manager for new equipment delivery
- Ensures the NIST thermometer is recalibrated annually
- Works with BioMed or selected vendor to ensure annual PMS for centrifuges, biosafety cabinets, freezers, refrigerators, etc are performed
- Oversees the remote temperature and humidity monitoring system
- Works with the Budget manager on relinquishing equipment
SPECIAL PATHOGENS LABORATORY
- Works with the Lab Administrator and Medical Directors to oversee 7W lab activities
Performance Criteria
- Weekly review of equipment logs
- Ensures annual re-certification of the biological cabinet
- Coordinates and performs staff PPE re-certification training (donning/doffing)
- Ensure portable eyewash solution is changed out at least every 120 days
- Coordination of the hazardous shipping and certification
- Serves as the overall technical supervisor of 7W lab activities
- Participates in Special Pathogens Committee activities including simulation exercises
REPORTS/DOCUMENTATION:
- Prepares reports and oversees all departmental documentation
Performance Criteria:
- Prepares and submits all regulatory documents including but not limited to: NYS permit reapplication package; GAR reports; CAP accreditation renewal; CAP interim self-inspection; CAP proficiency order; etc
- Prepares and distributes proficiency shipping schedules to all lab sections
- Prepares the annual infectious agents risk and ergonomics assessment reports
- Assists the QA team with the preparation of an annual report of Pathology in accordance with established guidelines.
- Responsible for assuring EMR downtime verification reports are completed by all lab sections
STAFF DEVELOPMENT
- Works in collaboration with supervisory personnel to develop and encourage a program of staff development and ongoing technical competency
Performance Criteria
- Ensures that Administrative policies and procedures are up-to-date, well organized and accessible to staff.
- Works with the QA team and lab section leadership to ensure policies and procedures are in place in compliance with regulatory requirements
- Encourages subordinates to pursue continuing education and seek professional growth.
- Creates a receptive climate for inquisitiveness.
- Recognizes and identifies staff needs and develops staff programs to meet these needs (in-service training).
- Makes material/literature in the field available to the staff.
COURIER SERVICES
- Oversees the courier service contract and deliverables
- Performance Criteria:
- Responsible for all interactions with the courier service(s)
- Works with the Business Manager to ensure appropriate billing
- Approve esoteric courier requests
- Address non-compliance contract concerns
PLANNING, PROCEDURE DEVELOPMENT, AND QUALITY IMPROVEMENT
- Develops and implements departmental operating policies and procedures in accordance with Bellevue Hospital policies and procedures and requirements of regulatory agencies.
- Performance Criteria:
- Works with QA, Administrative, and Lab Medical Directors to ensure compliance with regulatory agencies in areas of service and personnel; maintains awareness of current regulatory requirements
- Develops, implements, and maintains systems for evaluating, revising, and communicating policies and procedures.
- Develops short and long range plans for the accomplishment of goals
- Uses verifiable data as a basis for planning.
- Understands what the departmental goals are and sets objectives in order to reach them.
- Utilizes quality improvement reports, incident reports, and accident reports, to improve quality of service.
- Establishes, maintains, and monitors a comprehensive and effective quality improvement program that includes quality control, preventive maintenance, safety program, data and material management, and quality of service.
- Evaluates work trends and staffing needs and makes adjustments accordingly.
- Participates in Departmental and Hospital Management and Quality Assurance activities and attends appropriate committees.
- Other duties as assigned

Identifies and pursues a program of technical development by attending seminars, continuing education, reading professional journals, in-services, professional affiliations, etc. Participates in developing, evaluating, and implementing approved new procedures, or modifications to existing policies or procedures. Keeps current in departmental communications by reading the problem book and incorporates its instructions into routine.
- Attendance/Reliability: Provides proper notification of absences or tardiness. Arrives at work on time as scheduled. Adheres to department guidelines concerning sick time, vacation, and paid/ unpaid leave. Does not abuse sick time.
- Safety Standards: Observes Hospital and departmental safety and infection control policies; comply with safety training; maintains a professional appearance; and wears an identification badge at all times.
Qualifications:
-1. In addition to being licensed as a clinical laboratory technologist by the NYSED, candidates must also meet one of the qualification requirements of a laboratory supervisor, as outlined in Title 10, Section 58-1.4 of the New York Public Health Law; and
2. Two (2) years of experience overseeing laboratory operations, creating and establishing
laboratory programs and reviewing and interpreting safety data, in a hospital or health care
setting; and
3. Successful completion of NYC Health + Hospitals’ Supervisor Development Program within three (3) months of appointment or promotion.
