Salary Range: $80,701 - $100,876

POSITION SUMMARY
This position is responsible for performing organization-wide evaluations and analysis of County programs, services, and operations. This position will be part of a team of analysts that each work with departments to develop and track strategic business plans, develop, and report on organizational and operational performance measures, and partner with stakeholders to plan, conduct, and report out on program evaluations. This position will also be part of project teams responsible for projects such as the annual Employee Climate Survey, Community Survey, Community Pulse Report, and the Annual Corporate Performance Report.
Candidates for this position should be able to clearly demonstrate senior level experience conducting program evaluations and/or measuring organizational performance. A successful candidate for this position must possess excellent time management skills and be able to manage multiple concurrent projects and deadlines. This position is within Office of Strategy & Innovation, a division of the County Manager’s office.
ESSENTIAL FUNCTIONS
- Lead enterprise-wide and/or department-specific program and service evaluations. This position may serve as staff lead of the program evaluation function and may be responsible for developing project plans and evaluation frameworks, collecting, and analyzing program data, and presenting findings to department and executive leadership.
- Lead efforts to manage the annual Employee Climate Survey and/or Community Survey. Conduct analysis of the data and develop reports for County leadership and the public.
- Assist departments with the development of strategic business plans to include reviewing goals, objectives, strategies, actions, and measures. Partner with the budget analysts and departmental fiscal staff to assist with identifying costs to achieve the goals and objectives.
- Lead the annual performance review cycle that consists of conducting analysis of data and contextual information to help the County leaders understand what is occurring with regards to performance throughout the County. The individual may also assist with developing dashboards and ways to visualize the data and information housed in the County's Performance Management System.
- Prepare and deliver high-quality presentations and reports for the County leaders.
- Assist County leaders and others on research and innovation projects to help the organization remain forward-thinking in practice and service delivery.
- Work on other special projects such as diversity management, community resource centers, health and human services integrated service delivery project, etc.
- May conduct periodic enterprise-wide trainings on strategic business planning, performance management, and/or program evaluation
- May also be responsible for managing projects aligned with the Corporate Scorecard goals
MINIMUM QUALIFICATIONS
Experience: Minimum six years of professional experience with a bachelor’s degree OR a minimum of four years of professional experience with a master’s degree
Education: Bachelor’s Degree in Business Administration, Public Administration or a related field and six years of related experience OR Master’s Degree in Business Administration, Public Administration or a related field and four years of related professional experience

May require a valid North Carolina or South Carolina Driver's License
PREFERRED QUALIFICATIONS
- The senior strategy & innovation analyst is an integral member of the Office of Strategy & Innovation team. Must have excellent written and verbal communication skills and be able to independently develop high-quality materials and other deliverables with minimal supervision by the Deputy Director or Director.
- Prior supervision or management experience is preferred
- Combination of education, experience, or certification that demonstrates a significant understanding of strategic planning, performance management and program evaluation principles.
- Tableau or Power BI
