The Operations & Facilities Management Department at Washington University School of Medicine is dedicated to delivering a comprehensive range of services to support the medical campus, emphasizing customer satisfaction, efficiency, and sustainability.
We oversee maintenance and operations for 65 buildings, covering more than 10.1 million gross square feet of space. This includes the 11-story, 609,000-square-foot neuroscience research building which houses one of the world’s highest concentrations of neuroscientists. Our responsibilities include operational and administrative support, strategic planning, and project management. Notably, we are involved in the development and management of three new facilities, totaling over 1.5 million BGSF, slated to open by 2025.
Furthermore, as the School of Medicine continues to expand its presence both on and off campus in areas such as teaching, clinical care, and research, our team remains instrumental in ensuring the seamless delivery of clinical care, advancing research initiatives, and facilitating educational endeavors.
This position provides senior leadership over the emergency planning and preparedness initiatives that support student/campus life and large planned events on campus. It facilitates coordination of life safety programs including engagement of Residential Life, Campus Events, Summer Programs, Athletics Department activities, University Admissions, University Advancement, public safety outreach (training, presentations, student/faculty/staff orientations), and other initiatives that foster a safe and secure environment for the campus community. Additional functions of this position may include representation of the Emergency Management Department at University meetings, organizational functions or civic engagements as assigned by the Director or Assistant Director. This position is responsible for 24x7 on-call emergency support services to assist with preparedness, response, and recovery efforts when activated or assigned during a campus emergency incident.
This position also assists with coordination of daily emergency management functions for the department including maintaining the Emergency Operations Center (EOC) in a state of readiness for response and recovery efforts and representation of the Emergency Management Program at university meetings, organizational functions, or civic engagements as assigned by the Director or Assistant Director. Primary Duties & Responsibilities

Manages core elements of the Emergency Management Program on behalf of the university. Leads program activities and initiatives towards university-wide disaster resilience and effective emergency response and assigns and manages appropriate staff and resources to carry out scheduled functions. May be asked to serve on the rotating schedule as the lead manager in the emergency management on-call rotation and thus has the authority to act on behalf of and with the authority of the Director or Assistant Directors in their absence.

Oversees life safety programs and general emergency preparedness education/engagement initiatives on behalf of the Emergency Management Program, including but not limited to Campus Planned Events, Residential Life Engagement, Summer Programs Coordination, Athletics Department Activities, University Admissions, University Advancement, public safety outreach (training, presentations, student/faculty orientations), and other initiatives that foster a safe and secure environment for the campus community.

Performs the role of emergency management technical lead on the development and maintenance of programs that enhance the emergency preparedness and safety of students on campus, including, but not limited to, preparedness training and outreach for Resident Advisors (RAs) and Residential College Directors (RCDs), support for emergency planning for student events and activities, and active engagement with student groups.

Performs the role of emergency management technical lead and liaison for emergency preparedness planning for large university events and supports collaborative communication with university planning teams, including, but not limited to, commencements, concerts, convocations, VIP campus visits, alumni events, and conferences. Provides direct support to and coordination with key university departments in assessing risk and vulnerability for large university events and developing hazard mitigation and prevention strategies to enhance event safety.

Performs the role of emergency liaison for emergency preparedness planning for large athletic events, camps, and summer programs.

As a key subject matter expert on coordinating strategic actions during emergency management response, he leads conversations. As an organizational representative for large-scale planned events, he fosters the protection of life, property, and continuity of operations.

Serves as the primary leadership liaison with key WUSTL and WUSM departments, stakeholders, and leadership to facilitate planning, preparedness, information sharing, and effective coordination before, during, and after emergencies and crises.
- Leads and manages the program staff, contractors, interns, and other personnel resources responsible for emergency management program functions within the Emergency Management Department, supporting university mitigation, preparedness, response, and recovery efforts. This includes regular meetings with assigned direct report staff, including, but not limited to, coaching, performance evaluations/improvement, and professional development.

Performs and assists with post-event evaluations to gather feedback and identify areas for improvement. Additionally, summarize event metrics for future planning.

Working Conditions
Normal office environment with constant pressure caused by deadlines. At the request of the Director or Assistant Directors, this position may be required to be the senior leader of assigned teams of emergency management and/or public safety staff during preparedness for, response to, or recovery from an incident or pre-planned special event on any university campus. This may require an adjustment of schedule or working hours (including evening and/or overnight shifts) to best accommodate the department's needs during that designated period.
Within one year of hire:

Completion of Federal Emergency Management Agency (FEMA).

National Response Framework and National Incident Management System courses (NIMS).

Incident Command System courses (ICS 100, 200, 300, 400, 700 and 800).
Preferred Qualifications

A master’s degree in emergency management, business continuity, public administration, or a related public safety field, with a minimum of eight years of experience in a comprehensive practitioner position and knowledge and experience in higher education emergency management.
- Ability to efficiently learn and utilize interactive planning and incident management tools such as virtual incident management systems, emergency notification systems, and National Weather Service tools.

Proficient in Microsoft Office products, including Word, Excel, PowerPoint, Outlook, and Visio.

Ability to maintain required certifications and initiative to seek opportunities for professional development.

Ability to respond to work with little to no warning during emergency situations or inclement weather.

Ability to work under mildly unsafe and/or uncomfortable environmental conditions during an emergency, with factors that could include, but are not limited to, exposure to temperature variations, odors, wetness, dust, extended work hours, or lack of sleep.

Ability to deal courteously with university faculty, staff, students, visitors, or campus partners under stressful conditions.

Ability to coordinate with high-level staff positions within the University and outside agencies.

Ability to communicate complex topics with non-subject matter experts. Ability to share expertise in a constructive and accessible manner.

High level of understanding of all phases of comprehensive emergency management, including preparedness, mitigation, response, and recovery.

Strong communication (oral and written) skills.

High-level interpersonal skills to gain consensus, compliance, and follow-through from university partners.

High level of knowledge and experience with emergency management standards of practice, including but not limited to FEMA and the Emergency Management Accreditation Program (EMAP).

Bachelor’s degree in emergency management, business continuity, public administration or related public safety field or equivalent experience in emergency management in a comprehensive practitioner position for a minimum of seven years or equivalent combination of education and experience.
- Certified Emergency Manager (CEM) -International Association of Emergency Managers (IAEM) or ability, qualifications and commitment to achieve certification within one year of hire.

The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
