In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while planning, directing, and administering the organization's public affairs campaigns, projects, studies, and other major program functions keyed to random or targeted audiences. Interfacing with various audiences including print and electronic media representatives; community and business leaders; state and local government officials; representatives of other agencies; and special interest groups providing information/explanations of organization mission. Providing news media representative's information for release within the parameters of security, propriety, and sensitivity. Gathering and assessing complex data; evaluating the validity of media from which data was obtained; and determining the method, medium, and audience for intended communication.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the functions and missions of organization of the Public Affairs programs.
- Knowledge of the concepts, principles and practices of the Public Affairs programs.
- Knowledge of principles and methods of written and oral communication and skills in applying principles and using methods of conducting a public affairs program involving public information, internal information and community relations activities for internal and external audiences.
- Skill in gathering, evaluating, and interpreting data to identify potential problems and offer meaningful recommendations and solutions.
- Ability to plan, organize and evaluate program effectiveness.6. Knowledge of management practices, theories, techniques, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
