Job Summary
Is responsible for leading the Government Financial Compliance department to ensure the company’s compliance with government contracting rules and regulations. Provides strategic advice to chief financial officer (CFO) and division heads on company organization and compliant rate structures for optimal recovery on U.S. government contracts. Develops programs for improving the effectiveness of processes and systems to ensure compliance with U.S. government regulations.
Job Duties/Tasks/Responsibilities
- Maintains oversight over indirect rate structure and computations on a company wide basis.
- Develops, documents and recommends cost allocation methodologies in a multi-segment environment.
- Provides oversight and approves (1) CASB Disclosure Statement updates and (2) incurred cost and forward pricing rate submissions, in accordance with Cost Accounting Standards (CAS) and Federal Acquisition Regulation (FAR).
- Monitor and maintain Accounting and Business System compliance in accordance with FAR requirements.
- Serves as primary liaison with DCAA and Corporate Administrative Contracting Officer (CACO).
- Provides oversight to Defense Contract Audit Agency (DCAA) financial and business system compliance audits.
- Develops company positions and prepares audit responses on audit and compliance issues.
- Leads negotiations of forward pricing, provisional billing and final incurred cost rates.
- Acts as a resource for providing advice on compliance matters pertaining to government contracts.
- Recommends and implements techniques to improve productivity, increase efficiencies, cut costs, take advantage of opportunities, and maintain state of the art financial practices.
- Provides critical financial and compliance support to bidding and proposal teams on major proposals including risk assessments, cost rate verification and proformas.
- Policy and Procedure development for FAR / CAS- related areas.
- Performs other duties as assigned.
Minimum Education, Experience and Certification Requirements
Education
- Bachelor's degree required in accounting, finance or a related field
- A Master’s of business administration or master’s of accounting preferred
Certifications
- Certified Public Accountant preferred
Required Experience
- A minimum of 15 years of accounting experience with Federal government contracts
- A minimum of 8 years of management or leadership experience
- A minimum of 8 years of experience working with DCAA on compliance reviews and audits
- Experience at companies with revenues in excess of $200 million per year
Required and Desired Skills
- Detailed knowledge of FAR, government CAS and Generally Accepted Accounting Principles (GAAP)
- Demonstrated success in a management or leadership position
- Knowledge of internal controls related to FAR Business System requirements
- Strong attention to detail
- Ability to design and develop complex indirect rate structures
- Ability to work well under pressure and to meet strict deadlines
- Strong interpersonal skills including written and verbal communication skills
- Advanced proficiency using Microsoft Office products, particularly with Excel
