Summary:
The Staffing Recruiter will serve as an individual contributor in sourcing, attracting, and hiring qualified candidates for a drug rehab and recovery center. This position involves managing the full recruitment cycle from identifying staffing needs to onboarding new hires. The ideal candidate will have an understanding of the staffing requirements within the rehab and recovery industry with experience in AOD, SUD, or behavioral health recruitment, and possess exceptional communication and follow-up and follow-through skills.

Duties and Responsibilities
Essential Functions:
Recruiting and Sourcing:

Source top candidates to fill various positions within the Company, including clinical, non-clinical, administrative, and support roles.

Prepare and post job ads on a variety of sourcing sites to reach qualified and emerging talent, including job boards, social media, professional networks, and educational institutions.

Experience utilizing Linkedin Recruiter Lite, and Indeed Resume Search to source passive candidates and build a talent pool.
Candidate Screening, Evaluation, and Hiring:
-
Review resumes and applications, conduct initial phone screens, prepare comprehensive candidate summaries for review by hiring managers, and coordinate interviews with hiring managers.

Effectively assess candidates’ qualifications, experience, and cultural fit for the organization.
-
Prepare offer letters in compliance with Company requirements.
-
Prepare and administer comprehensive background check, and pre-employment program.
-
Conduct initial new hire orientation including I-9 and ADP training.
-
Manage the Employee Referral Program.
Relationship Management:
-
Build and maintain effective relationships with candidates, hiring managers, cross-functional teams, and external partners such as educational institutions and community partners.

Provide a positive and engaging candidate experience throughout the recruitment process.

Provide continuous communication with hiring managers on status of candidate search.
Compliance and Documentation:
-
Ensure all recruitment activities comply with organizational policies, state and federal regulations, and accreditation standards.

Maintain accurate and up-to-date records of recruitment activities and candidate information in the applicant tracking system (ATS).

Handle all employee information with discretion and confidentiality.
Employer Branding:

Promote the company’s mission, values, and culture to prospective candidates.

Represent the organization at career fairs, networking events, and other recruitment-related activities.
Reporting & Metrics:

Prepare and present recruitment management reports and metrics to analyze hiring strategies and other relevant recruiting metrics.
Secondary Functions:

Update the Organizational Chart upon each employee status change.

Act as back-up for the Company’s onboarding program, “The NHO”.
Qualifications:
Education and Experience:
-
A Bachelor’s degree in Human Resources or a related field, or a relevant combination of education and experience.
-
Minimum of 3 years of experience in recruitment, preferably within the SUD/AOD, or behavioral health fields in full-cycle recruitment, including sourcing, screening, interviewing, and job offer management.
-
Familiarity with ADP or other applicant tracking systems (ATS) and other HR software.
-
Minimum of 3 years of experience building spreadsheets and models using MS excel.
-
Excellent communication and interpersonal skills with the ability to build rapport and establish an effective and resourceful staffing pipelines and talent pools.
-
Strong analytical and problem-solving abilities, with a data-driven approach to decision-making.
-
Ability to handle sensitive and confidential information with integrity.
-
May consider 3-5 years of experience as an HR Business Partner or HR Generalist with a focus on the recruitment lifecycle.
Skills and Competencies:

Intermediate level working experience developing, executing and managing the recruitment lifecycle.

Excellent interpersonal and communication skills.

Proficiency in using recruitment software, applicant tracking systems, MS Word, and MS Excel.

Track record of filling urgent roles in a fast-paced environment.

Ability to work as an individual contributor both independently and collaboratively in a fast-paced environment.

Perform other specific and delegated duties as assigned.
Preferred Qualifications:
-
Experience recruiting for clinical roles such as therapists, counselors, nurses, and support staff in a SUD, AOD rehab or a behavioral health organization.
Health Screening Report:
All employees whose functions require or necessitate contact with client or food preparation shall complete a health screening report or a health questionnaire. Health screening report or health questionnaire will be provided upon hire. For all residential employees a health screening report be completed and signed off by a medical practitioner signature for clearance. All outpatient employees will complete at minimum a self-report screening questionnaire.
A TB test is required, per C|M programs, and/or California State, local, or Federal compliance requirements to be conducted under licensed medical supervision not more than 60 calendar days prior to or 7 calendar days after employment and renewed annually from the date of the last tuberculosis test.
Staff with a known record of tuberculosis or record of positive testing shall not be required to obtain a tuberculosis skin test. Unless there is documentation that the staff completed at least 6 months of preventive therapy, the staff shall be required to obtain, within 45 calendar days of employment, a chest x-ray result and a physician’s statement that the incumbent does not have communicable tuberculosis and has been under regular care and monitoring for tuberculosis. A chest x-ray within the prior 6 months is acceptable. The physician’s statement shall be renewed annually.
Physical Demands:
While performing the responsibilities of the job, the employee is constantly required to regularly talk and hear. The employee is constantly required to sit and use their hands and fingers, to access, enter and retrieve data on various computer programs using a keyboard. The employee is constantly required to sit, stand, walk, reach with arms and hands, and rarely required to stoop, kneel, crouch or crawl. The employee is regularly required to climb stairs or balance to walk between buildings on the worksite. Vision abilities required by this job include close vision. The employee is regularly required to lift objects up to 5 pounds.

Work Environment:
This job will be primarily located onsite at the CLARE|MATRIX offices in Santa Monica, CA and is not eligible for remote work. The campus is made up of a group of individual two-story buildings with stairs. The residential function of the organization is located on campus and employees will regularly come in contact with participants who are engaged in their rehabilitation and recovery from alcohol and other drugs.
