EMM (as one of nine other national faith-based and secular agencies), carries out a national program of refugee resettlement through a public/private partnership with the US government, holding contracts with both the Department of State, Bureau for Population, Refugees, and Migration (DOS/PRM); and the Department of Health and Human Services, Office of Refugee Resettlement (HHS/ORR).
EMM resettles refugees from across the world regardless of their national origin, race, or religion, through a network of affiliate offices nationwide, linking these affiliates with Episcopal dioceses and parishes that together carry out the ministry begun over 75 years ago to relieve the burden of the world’s suffering through refugee resettlement and immigration assistance. EMM’s mission and mandate is to “welcome the stranger” among us.
Job Summary
This position is a lead for development and coordination of training and technical assistance (TA) plans and relevant activities to materialize the national office and network of affiliates program outcomes ensuring the execution of pre-arrival activity planning and readiness for accepting allocated cases and their arrival throughout the network of affiliates. In the role of the Program Officer for Pre-Arrival Processing, this position is responsible for tracking new processing hires within the network, conducting the training and TA needs assessments and evaluation of affiliates’ case processing teams, and development of relevant training resources and tools to equip and support the national office and affiliate processing staff in execution of their daily programmatic activities.
The position reports to the Senior Program Officer – RP Processing and Placement Program Unit and works closely with other members of EMM’s RP pre-arrival program team as well as cross-team and collaborates with other EMM program units.
Duties & Essential Job Functions
PRINCIPAL RESPONSIBILITIES
Maintains up-to-date knowledge about overall scope of the refugee resettlement program (United States Refugee Admissions Program – USRAP) with specific emphasis on understanding the impact on training and technical assistance needs to align with programmatic updates and changes in the resettlement program environment.
Supports Senior Program Officer in visualization of training and technical assistance resources and tools development and plans for their implementation.
Assess affiliate training and TA needs, collect, and evaluate data generated throughout EMM’s network on quarterly basis to effect proficient service delivery by EMM HQ.
Develops training and TA resource and tool content to implement through courses and modules in EMM’s e-learning platform (TalentLMS).
Revises training and TA course/module content in accordance with updated or new USRAP requirements and post in EMM’s e-learning platform (TalentLMS).
Coordinates and schedules initial and on-going training to new national office and affiliate staff, and Remote Placement Community Partners utilizing developed courses in the e-learning platform (TalentLMS) and provides Technical Assistance support to strengthen the staff effectiveness.
Guides, tracks (verify) and supports national, affiliate and RPCP processing staff in utilization of training and TA resources through EMM’s e-learning platform (TalentLMS).
Maintains pre-arrival section of affiliate-facing website to allow access to EMM-generated and other stakeholders’ refugee resettlement resources and tools.
Requests quarterly IRIS database Affiliate Capacity Profiles updates, after-hour and staff contact information and maintains up-to-date records.
Processes post-arrival Special Immigrant Visa (SIV) walk-in benefits requests and guides affiliate offices on accessing PRM’s Virtual Reception and Placement (VR&P) for SIV Walk-in Cases.
In consultations with the Senior Program Manager and Senior Program Officer, assists in the preparation and submission of reports and grant proposals by collecting, reviewing, and editing necessary information, and preparing supporting documentation for successful report and grant submission.
Participates in external meetings/trainings and represents EMM at relevant gatherings with RPC, RSCs, other Resettlement Agencies (RA) and PRM on pre-arrival processing activities to ensure ongoing familiarity with overseas and domestic processing activities and developments.
Liaises with other unit staff members/cross team to share relevant information regarding training and technical assistance needs and plans to support EMM staff and network of affiliates.
Serves as a back-up staff member for Program Officers in EMM’s RP Pre-Arrival Unit as assigned.
Perform other duties and projects as assigned.

Bachelor’s degree or equivalent education and work experience.

Knowledge of the United States Refugee Admissions Program and familiarity with refugee case processing protocols.

Prior work experience in training and technical assistance field.

Strong attention to detail, excellent organizational and time management skills.

Demonstrate willingness to work on a team and with external program partners, flexibility, adaptability, and the ability to perform and collaborate in fast-paced working environments, under pressure and meet deadlines.

Experience in general office work, processing information and materials, records, and files maintenance.

Advanced fluency in Microsoft Word, Excel, PowerPoint, and virtual meeting applications.

Prior experience with the Reception and Placement program at local or national level.

Physical Requirements/Work Environment
For the majority of working hours, this position has no special physical demands other than those normally associated with working in an office environment.
Work Environment
This work routinely occurs in an office environment as well as on the road across the country in affiliate offices, parishes, and related Church institutions. Moderate travel is required.
