The Organization:
Human Services Association (HSA) is a private nonprofit agency whose principal mission is to provide families with compassionate and comprehensive care to promote wellness and build strong communities. HSA was founded in Bell Gardens in 1940 and today, HSA serves over 20,000 clients annually on a non-sectarian basis with a range of services that addresses the unique and shared needs of clients of all ages.
Program Overview:
Our Early Childhood Education Department provides services to 600 children over three distinct programs (Early Head Start, Head Start and State Preschool) at ten school sites. The California State Preschool Program provides a pre-school experience for children ages 3 to 5 in the cities of South Gate and Huntington Park. The Early Head Start Program is a federally funded program that provides a home based and center based program for pregnant women and children ages 0-3 that reside in zip codes of 90201 and 90280. The Head Start Program offers a comprehensive child development program for low-income preschoolers ages three to five years old that reside in zip code 90280.
Position Summary:
Under the supervision of the Director of Early Childhood Education, the Program Aide/Office will perform a variety of office duties, inputs data into computerized system on an ongoing basis, performs secretarial and clerical functions for the Program, and, if needed, aid in the care, development, and instruction of children in the sites. Ensures all program activities in all service areas and ensure the program meets or exceeds funding source requirements based on the performance standards, Title 22, and title V regulations. Adheres and complies with program regulations and other relevant regulations in all ECE programs.
Duties And Responsibilities:
Main Duties:
- Answer phone calls and direct to appropriate staff.
- Provide program information to those inquiring about the program.
- Receive families with a smile, receive packages, etc.,
- Assist in the coordination of program activities and functions, as needed.
- Completes applications, parent interviews, and enrollment process, as needed.
- Complete data entry (Child Plus) and ensures data entry for all enrolled families.
- Prepare and maintain a variety of records (Child Plus), files and reports related to assigned activities and families; assure compliance with applicable laws, codes, rules and regulations; maintain confidentiality of sensitive and privileged information.
- Assist in the monthly reporting required from Funding Sources.
- Assist in the administrative duties within the Department such as preparing expenditures, orders, etc., as needed
- Make copies of department information for meetings, trainings, or other department activities.
- Assist in the ordering of materials (art materials, supplies, etc.) for Centers and socializations, as needed.
- Be available to provide the teachers with their 10 minute breaks, when needed.
- Assist in set-up and clean-up of program meetings, including preparing meeting agendas, minutes, etc., as needed
- Prepares, maintains, and updates child/family files/records in accordance with policies and procedures.
- Supports families in coordinating, preparing and actively participating in parent meetings and annual parent activities.
Other Duties:
- Perform a variety of outreach activities and recruit eligible children and families for the program; prepare and deliver informational presentations, meet with community agencies and staff to promote involvement in the program.
- Assist teaching staff in the preschool centers, when needed.
- Accept food deliveries, when needed
- Prepare meals, when needed
- Carry out authorized emergency and safety procedures and administer first aid, when needed.
- Ensure the maintenance of an appropriate, safe learning environment at the Center, by using a team-teaching approach, while at the preschool center.
- Participate in the fire, earthquake, and lockdown drills.
Other Expected Responsibilities:
- Report to work at scheduled times and maintain good attendance.
- Participate with a positive attitude and behavior in all program activities.

- Identify and report any suspected incidents of child abuse (following the Mandated Reporter Guidelines)
- Communicates with children, families and other staff in respectful and culturally sensitive manner
- Maintains confidentiality of children, families and employees of HSA
- Works as member of agency team by promoting the mission and philosophy of HSA
- Represents HSA at community and professional functions, as needed.
- Attend department, agency, and community meetings and trainings, as assigned. Continue professional growth by participating in classes, training programs, workshops and/or conferences, as the budget allows.
- Willing to work evenings, weekends and to travel locally and out of the service area for trainings.
- Performs other duties as assigned by supervisor and/or Department Director
Knowledge, Skills And Abilities:
- Knowledge and experience working with Head Start Performance Standards, Title V, Title 22, CACFP Regulations and other State and Federal Regulations
- General office skills (type, answer phones, translate, input data, etc.)
- Knowledge of Microsoft Office; knowledge of ChildPlus, preferred
- Knowledge on Child growth and development
- Work effectively with individuals of diverse educational, socio-economic, and cultural backgrounds, and those with disabilities and special needs
- Prepare and maintain detailed records accurately and in a timely manner, as instructed by management.
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
- Organized and able to successfully meet daily objectives; have the ability to lead team atmosphere; have mediation and negotiation skills; possess effective conflict resolution skills
- Communicate orally and in writing using correct English (spelling, grammar, vocabulary and punctuation)
- Preferred Bilingual (English/Spanish); effective oral and written communication
Education And Experience:
- Two (2) years of clerical experience working with low-income families and working in a team setting
- High school diploma, or GED required; Associate’s degree (preferred), and at least 6 units in Early Childhood Education from an accredited college
- Some experience in instructional capacity in a child care and development program
Licensing/Certification Requirements:
- Occasional driving is required.
- Must provide own vehicle, valid California driver license and proof of full insurance coverage.
- First Aid certification, Child CPR certification.

- TDAP or DTAP clearance (required)
- MMR Clearance (required)
- Must pass criminal background check including LiveScan (fingerprinting)

The Program Aide work location can be in any one of the following cities: Bell Gardens, Huntington Park or South Gate. As needed, the Program Aide will drive to different site locations and training sites (this includes HSA’s main office or location to be announced). The majority of the job duties are performed at the reception front office desk at the Westside Center. These tasks require the following physical demands which include but are not limited to: constant walking, bending; occasional lifting (25 pounds), pushing, squatting and climbing stairs (as needed). The employee will complete required documentation (as indicated in the job description) in the office, a location with moderate noise levels and that is a non-smoking facility.
