Job Duties
Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.
Under the general direction of a Section Chief, Staff Services Manager (SSM) II, the incumbent oversees and directs the work of professional and technical staff related to the housing and community development financial assistance programs in the HOME Program Section with the Housing Branch of the Division of Federal Financial Assistance.
Desirables
- Subject matter expertise in the administration of the HOME Investment Partnerships Program (HOME);Program Activities grants or similar state grant programs to include, underwriting, monitoring, risk assessments, and finance; and other HUD and federal cross-cutting programs and requirements.
- Experience with grant financial and data management, reporting, compliance, reconciliation, and planning activities, as well as the design and use of multiple systems, software, and tools.
- Experience researching, interpreting, applying, and communicating policies, procedures, regulations with internal and external team members and partners.
- Experience evaluating, drafting, and implementing procedural and guidance documents including, but not limited to, contracts, agreements, budgets, pro formas, regulations, memos, policies, and standard operating procedures.
- Experiences designing and providing training, technical assistance, and expert consultation in the fields of housing policy, development, and finance and HOME Project activity administration, oversight, and monitoring.
- Assisting in developing and maintaining partnerships with internal and external stakeholders to promote collaborative research and projects, identifying and implementing program and process improvements, and providing access to opportunities and resources to support staff efforts.
- Demonstrated ability to manage projects in a timely manner and clearly communicate on complex issues in simple terms that are easily understood by a variety of internal and external stakeholders.
- Experience leading a team of seasoned professionals performing detailed, program activity grants, making award recommendations, and managing awarded projects to completion.
- Experience designing and providing training, technical assistance, oversight, and monitoring of staff performance and program.
- Experience and expertise in using a complex database for workload tracking, and experience and expertise using a wide variety of software programs, specifically excel, word, and PowerPoint, Teams, and Zoom.

Pay: $6,760.00 - $8,398.00 per month
