Job Description:
1. Description of Services for the Military Personnel Flight (MPF) work centers of Personnel Systems Management (PSM).
Personnel Systems Management.
Scope of Work. The Candidate shall provide all personnel, equipment, tools, materials, supervision, troubleshooting Military Personnel Data System (MilPDS) and services necessary to manage the military personnel data systems to the standards, instructions or personnel service delivery (PSD) guidance identified in, but not limited to all publications listed in Table A4.4. and advise the MPF Commander and Superintendent on MilPDS per AFCSM 36-699, Vol 1.
The Candidate shall act as the functional link between MPF work centers and MilPDS, and provide system administration and problem solving for MilPDS.
The Candidate shall perform the tasks of Client Support Administrators (CSA) and Web Page Administrator for Personnel Systems Management, Human Resource Distributed System Administrator (HR DSA) for virtual Personnel Center (vPC) and Case Management System (CMS), Personnel Records Display Application (PRDA), and Base Training and Education Weighted Airman Promotion Testing (WAPS)/Testing functions. This includes resolving day-to-day technical systems and software issues, providing security training and remote access, and troubleshooting connectivity for wide-area networks, local area networks (LAN), sub-networks, Training Management System, and the MilPDS to the standards, instructions and PSD
The Candidate shall support planning, and implementation of current and future military personnel data systems at local level including, but not limited to, user account maintenance and user training and support with respect to software and hardware installation.
Evaluate requirements for new products or modifications to existing products and forward recommendations through MPF Contracting Officer Representative (COR) to Contracting Officer (CO), as applicable.
Ensure all authorized MilPDS users are informed of any system releases to include system changes.
Assist MPF work centers and base agencies with loading, using and processing MilPDS Batch Templates.
The Candidate shall assist MPF and CSS personnel with hands-on training on MilPDS system applications and assist other base functional activities with MilPDS training and interpretation of MilPDS applications.
The Candidate shall evaluate requests for Oracle Business Intelligence Enterprise Edition (OBIEE) inquiries, consolidating requests if possible to eliminate duplicate requests.
The Candidate shall create OBIEE Work Books to assist MPF work centers and base agencies with data management and ensure Privacy Act is applied.
The Candidate shall schedule, produce, and suspense the Management Assessment Products (MAPs) from the Air Force Personnel Center (AFPC) web page to assist MPF work centers with data integrity cleanup.
The Candidate shall perform transaction register/database analysis tasks to include:
Maintain a master file copy of all transaction registers (TRs) according to PSM User Guide and Handbook.
Accomplish a TR on a weekly basis to determine potential system problems or MPF training problems and advise Flight Commander or Superintendent of results.
Review file monitor and reject TRs to identify problem areas and assist work centers in implementing corrective action.
Review and distribute Daily TRs to the appropriate work center.
Monitor and track MPF and CSS personnel to ensure updates and rejects are being verified.
Monitor CSS and MPF TRs to ensure delivery and determine trend analysis.
The Candidate shall build and maintain local tables and applicable list of values (LOV) used in MilPDS.
The Candidate shall report software problems for personnel data systems and apply corrected updates.
The Candidate shall validate system related problems and provide appropriate documentation to HQ AFPC/DPDOST, which is the Personnel Systems Operations Control Center (PSOCC).
The Candidate shall subscribe to the AFPC PSM, MilPDS, and Microsoft Azure Reserved VM Instances (RI) List Server messages.
The Candidate shall process potential hardware or software procedural enhancements for personnel data systems.
The Candidate shall verify and perform Defense Joint Military Pay Systems (DJMS) transactions to include:
Verify that the DJMS transaction registers are audited by MPF work centers.
Monitor, train, and coordinate corrective actions for all DJMS rejects with the
appropriate work centers.
Monitor all incoming and outgoing DJMS transactions.
Train MPF personnel on how to read and use DJMS TR (RRW0Q).
Provide the appropriate MPF work centers a copy of the DJMS TR (RRW0Q).
Provide the local AFO a copy of the DJMS TR (RRW0Q).
Monitor and assist appropriate MPF work centers with the monthly DJMS
Reconciliation files.
The Candidate shall maintain the personnel data systems equipment account.
The Candidate shall ensure Distributed Enterprise Print Control (DEPCON) is setup to print products from MilPDS according to user’s requirements.
The Candidate shall maintain liaison with HQ AFPC/DPDPTA (PSOCC), which provides computer support, MACOM Personnel Systems Division, and other base activities, other MPF serviced by the same computer, and all MPF work centers.
The Candidate shall ensure appropriate MPF work centers and PSM have Master Military Pay Account (MMPA) access through coordination and approval of local financial services office (FSO). Provide MMPA training to MPF work centers as necessary. This doesn’t include loading software. The FSO Financial Systems Administrator is responsible for loading DJMS access software.
The Candidate shall, when produced, provide the RIP RRASVL (Report of AAC 31, 37, and 81) to Personnel Relocations for forwarding to the medical facility.
The Candidate shall provide initial and changes to DSA Appointment letter.
The Candidate shall provide initial and changes to OBIEE Access letter.
The Candidate shall evaluate requests for system access and when appropriate, add users.
The Candidate shall ensure only MPF systems have MilPDS software unless approved by AFPC. (NOTE: Commander Support Staff (CSS) personnel must use MilPDS at the MPF unless approved by AFPC.)
The Candidate shall maintain a file of authorized system users for MilPDS.
The Candidate shall establish end date responsibilities or user accounts for MilPDS.
The Candidate shall ensure requests for resetting passwords are authentic.
