Overview:
Our State Government Practice Group (SGPG) is looking for a Lead Technical IV&V Analyst to join our team. You will apply your technical and Independent Verification & Validation (IV&V) knowledge and experience to provide oversight and recommendations to help state government clients with implementing complex, enterprise-wide solutions (e.g., Enterprise Resource Planning [ERP], tax and revenue, workers’ compensation, unemployment insurance, licensing/permitting, and/or IT service management systems). You must have a deep understanding of Agile, Waterfall, and hybrid software development life cycles (SDLCs). Project management knowledge, experience, training, and certifications are also a plus.

Travel expectation: Willingness to travel up to 50% in support of client engagements/projects is required.
Responsibilities:
- Provide enterprise architecture advisory services (i.e., assessing business architecture, data architecture, solution architecture, cutover and data migration, technical architecture, and/or security architecture)

Provide technical advisory services to state clients and their system integration vendors for design/configuration and implementation of enterprise-wide solutions (e.g., ERP, tax and revenue, workers’ compensation, unemployment insurance, licensing/permitting, and/or IT service management systems)

Providing IV&V, project audit, and project health assessment services, including:

Reviewing and providing feedback on system architecture being implemented
-
Reviewing and providing feedback on technical/development best practices being used
-
Reviewing and providing feedback on client and vendor technical deliverables
-
Preparing for and conducting fact-finding activities (i.e., stakeholder interviews, surveys, meeting observations, and document review) to assess technical aspects of client projects

Drafting technical findings for state government IT projects

Presenting technical findings and recommendations to clients

Participate in marketing and business development activities, including:

Writing blog posts
-
Attending conferences
-
Participating in industry groups
-
Leading/participating in prospective client business development meetings

Reviewing Requests for Proposals (RFPs) and assisting with go/no-go decision-making

Developing responses to RFPs in collaboration with BerryDunn’s Business Development team
Qualifications:
- PMI/IIBA/Scrum/Agile or related certifications a plus

5+ years of experience in providing IV&V, project audit, and/or project health assessment services (for state government agencies a plus, but not required)
- Experience providing technical recommendations on software implementation projects, including a focus on: requirements management; database management; data migration; operations and production support; interfaces and integrations; release management; disaster and recovery planning; testing and defect management; configuration management; networks; system performance; database design and management; technical, applications, and data architecture design; and security management.

Demonstrated experience working with one or more of the following systems is a plus but not required: ERP; tax/revenue; workers’ compensation; unemployment insurance; licensing/permitting; workforce development; labor; and IT service management systems

Deep knowledge of various SDLC methodologies and related processes/artifacts

Demonstrated critical thinking and logical reasoning skills

Ability to use problem-solving and root-cause analysis skills to identify project risks/issues and develop/communicate recommendations to address them in a constructive manner
- Ability to build and sustain positive working relationships with diverse teams

Ability to draft client-facing reports/communications in a professional/constructive manner, including translating technical findings/recommendations to non-technical business leaders within state government.

Ability to build consensus with our team and clients on technical problems and recommended solutions.
Compensation Details:
The base salary range targeted for this role is $105,000 - $145,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications in excess of the minimum requirements for this posting, that applicant is encouraged to apply and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
