Position Summary: Under general supervision, assists with the enforcement of city ordinances, including weeds, trash, sewer, abandoned vehicles; enforces city’s business license and occupational tax ordinances; and performs related duties as required.
· Takes complaints regarding violations of city’s nuisance ordinances such as weeds, trash, abandoned vehicles, open sewer lines, etc., by phone and in person; investigates complaints; determines resident and/or owner when violations are found; prepares and personally serves correspondence to violator, resident or owner; maintains suspense files; takes proper action after time allowed to correct the violation has expired, including contracting with others to correct the violation, filing charges, filing liens on property, etc. to the proper authorities.
· Monitors and works with city licensing administrators to determine and give notice to possible business license violations.
· Travels throughout the city and observes violations not otherwise reported.
· Reports safety hazards that may be observed while traveling throughout city, including faulty lights, streets, curbs, sidewalks, etc.
· Observes and takes enforcement action regarding illegal signs.
· Prepares investigative reports.
· Prepares and maintains required records, reports, etc.
· Assists other codes enforcement officers on a regular basis.
· Other duties assigned by the mayor.
Knowledge, Skills and Abilities:
· Knowledge of federal, state, and local laws, administrative regulations, and local ordinances.
· Extensive knowledge of the city’s nuisance ordinances.
· Knowledge of the city’s business license and occupational tax ordinances.
· Knowledge of the geography of the city.
· Must have excellent communication skills.
· Ability to remember names, faces and details of incidents.
· Ability to analyze situations and to adopt a quick, effective, and reasonable course of action with regard to surrounding hazards and circumstances.
· Ability to prepare clear and comprehensive reports.
· Ability to establish and maintain effective working relationships with city officers and employees, and the general public.
· Physical strength and agility; and excellent physical condition.
Education and Experience: Graduation from high school or equivalent (GED) supplemented by two years’ experience working with the public, preferably in enforcement.
Special Requirements: Work is generally performed outdoors regardless of weather conditions; intermittent sitting, standing, walking, climbing, bending, carrying, stretching and/or stooping required; must be able to lift objects weighing more than 25 pounds; and must operate vehicle during all weather conditions. This position is considered nonessential as related to inclement weather or natural disaster.
Essential Functions:
· Possession of a valid motor vehicle operator's license.
