Position Summary:
KM Systems Group is seeking a highly skilled and experienced Senior Acquisition Specialist to support the Federal Aviation Administration (FAA). Successful candidate will have demonstrated exceptional oral and written communication skills, critical thinking and analysis, and interpersonal interactions. Individuals will apply the methods, tools, and techniques that are appropriate for the work requirements and assure that the technical quality of work products meet quality standards to support our Federal Government consulting practice.
Education: Bachelor’s degree in accounting, business management, computer science, economics, finance, information systems, information technology, mathematics, statistics, operations research or business administration.
Responsibilities:
Specific responsibilities may include:
- Ability to define requirements to determine or develop offer evaluation factors that will aid in determining the most appropriate method of acquisition for each procurement request.
- Developing and documenting acquisition strategies based on procurement policy and guidance for major systems.
- Collects and analyzes market research and other acquisition planning efforts for acquisitions in order to provide input regarding the appropriate acquisition strategy.
- Preparing documents and briefings required to obtain program/project approval associated with complex major system milestones.
- Develops acquisition plans for moderate to complex procurements.
- Gathers all information related to the potential sources of an acquisition and the terms and conditions under which the sources sell the goods and/or services involved. Soliciting and managing input from SMEs in development of solicitation packages.
- Assists in the planning and implementation of strategies needed to assure that supplies and services are available when needed to meet mission requirements.
- Evaluates technical proposals against the evaluation criteria and participates in the evaluation of cost proposals; assists in best value
Experience Requirements:
- Individual should possess 20+ years of relevant experience in the procurement planning process.
- Familiarity with the FAA Acquisition Management System (AMS).
- Experience with business productivity software packages (e.g., Microsoft Office Word, Excel, Project PowerPoint, Visio and SharePoint).
- Works effectively under pressure. Handles complex or ambiguous situations effectively. Demonstrates a positive attitude to achieving results.
- Has knowledge of negotiation strategies and ability to conduct research on technical evaluation factors on simple to complex procurements.

Pay: $100,000.00 - $110,000.00 per year
