Rationale for Proposed Classification:
The Parks and Recreation Department is in need of an Asset Management Analyst to assist in implementing, managing, maintaining, and supporting infrastructure and other assets.
Summary of the Position:
The Asset Management Analyst assists in the development, documentation, coordination, and maintenance of the Parks & Recreation Department’s asset and project management system. This position will assist in the management of the allocation of labor resources, tools and equipment, capital infrastructure, ensure the accuracy of data, and provide performance metrics on a routine basis.
Job Description:

Manages the Unified Government’s parks and recreation asset and work management software and the collection, analyzing and reporting of related data.

Assists the Department in the implementation and operation of comprehensive asset/work management systems which may include integration of all divisions into one system linked to the Unified Government’s Geographic Information System (GIS)

Establishes, documents, and gains approval for overall asset management and vision policy statements.

Responsible for the development and maintenance of infrastructure data and user profiles in the Department’s asset management system.

Responsible for tracking and monitoring the Department’s infrastructure life cycle.

Ensuring the accuracy of Departmental data entered into the asset management system.
-
Performs quality control checks on asset data, including location, condition, and repair history of assets.

Conducts field verification, identification, and location of infrastructure, utilizing global positioning system.

Compiles, reports, and interprets data for Departmental programs including but not limited to data related to strategic planning, performance measures, fixed assets, and monthly, quarterly, and annual Department activity reports.

Works with the Information Technology Department in the configuration and ongoing maintenance of the asset management system.

Responsible for working with the Information Technology Department to ensure system(s) compatibility with existing Unified Government hardware and operating systems.

Provide training, technical assistance, and user support to staff on the Department’s asset management system(s).

Creates and maintains replacement schedule for capital infrastructure and equipment.

Assists with the annual Capital Improvement Program process.

Communicates and coordinates enterprise asset management with intradepartmental stakeholders, as well as other stakeholders associated with other relevant departments (Knowledge, Finance, Budget, County Administrator’s Office, etc.) or boards (Park Board of Commissioners, U.G. Commission, etc.).

Minimum Qualifications:
Bachelor’s degree in a related field and five years of increasingly responsible experience in the field of expertise; public infrastructure environment, information technology, completion of over 100 hours from an accredited training program with an emphasis in GIS Integration, Asset Management, or related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Preferred Qualifications: Two-year, post-secondary degree/certificate in Geographic Information Systems, Information Technology, Engineering Technology, or related field with a working knowledge of municipal infrastructure and assets, familiarity with ArcGIS online, experience with Lucity or similar asset and work management systems and field devices for Android and iOS tablet devices and GPS devices and thorough technical knowledge and understanding of asset management criteria. Must possess a valid Kansas driver’s license and acceptable driving record per the Unified Government’s Human Resources Driver Safety, Accident Reporting and Vehicle Use policy throughout employment with the Unified Government. Must be a resident of Wyandotte County or willing to relocate within 12 months from the date of hire. Must be able to pass a criminal background check.
Salary Range:
$28.76-$39.25/hr.
