Job Title: Contracts Specialist 1 - (100% Remote)
Location: Work may be done anywhere in the U.S. Will need to visit local VA offices to get processed through VA security and to receive a CAC card and laptop.
Salary Range: Commensurate with experience, education, and certifications.
Required Qualifications: (Education may not be substituted for required work experience).
Education: Must have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Work Experience: The candidate must have at least four (4) years of relevant Federal contracting experience, with documented experience of pre- and post-award acquisitions processes with minimal assistance or training. The candidate shall have excellent writing skills and be able to communicate orally and in writing. The candidate shall be familiar with FAR based procurements. The candidate shall be thoroughly familiar with and proficient in the use of commercial software packages such as Microsoft Word, Excel and PowerPoint.
Scope of Work and Duties:
Contract Closeout: These services may include researching, analyzing, and reviewing invoice receipts, receiving reports, final payments, release of claims (if required). Facilitates communication and problem resolution to help expedite and complete closeout as appropriate. Any documents that require Government signature shall be submitted to the CO for review/signature.
Undelivered Orders (UDO): These services may include reviewing, investigating, and closing out of open obligations that are no longer required - monitoring and reviewing aged payables and undelivered orders to ensure purchase orders and contracts are accurately funded and properly managed in accordance with VA guidelines. Facilitates communication and problem resolution to ensure proper use and accounting of purchase orders to help expedite and complete closeout as appropriate. Preparing modification document, modification backup documentation and VISTA de-obligation amendment and submitting to the CO for review/signature.
Option Modifications: These services may include facilitating communication notifying the Government’s intent to exercise the option in accordance with the time period which the CO may exercise the option in clause 52.217-8 or 52.217-9. Preparing modification document, modification backup documentation and VISTA obligation and submitting to the CO for review/signature.
Administrative Modifications: These services may include preparing modification documents, modification backup documentation and submitting to the CO for review/signature. Examples of administrative changes are changes in fund citation, changes in names and phone numbers of points of contact, etc. The contractor shall not do any type of change negotiating with contractors.
Pre-Solicitation: These services may include preparing documentation to include market research, determinations and findings, justifications, 2268, solicitation, solicit, pre-award documentation to include contract award/task order, advise, closeout, and assist with awards for the procurement of supplies and services while complying with FAR/VAAR and VHA guidance.
