SUMMARY
The AOC is seeking proposals from prospective Offerors to provide four (4) Hybrid Software Engineers. The Hybrid Software Engineers will play a crucial role in designing, developing, and maintaining two (2) of our primary applications being rewritten. The focus areas include event-driven design, Spring Boot, microservices architecture, Kubernetes, React, Elastic search, and either RabbitMQ or Kafka.
SCOPE OF WORK
Responsible for the following:
1. Design and Development:
a. Collaborate with cross-functional teams to design and implement software solutions.
b. Apply event-driven design principles to build scalable and resilient applications.
c. Develop microservices using Spring Boot.
d. Create responsive user interfaces using React.
2. Message Brokers:
a. Work with RabbitMQ for message queuing and event streaming.
b. If experience is in Kafka, understand the architectural differences between RabbitMQ and Kafka.
c. Implement message producers and consumers.
3. Deployment and Infrastructure:
a. Deploy microservices to Kubernetes clusters, utilizing CI/CD pipeline.
b. Monitor and troubleshoot production systems.
c. Optimize application performance and scalability.
4. Quality Assurance:
a. Write unit tests with a goal of 85% coverage and participate in peer code reviews.
b. Conduct system testing and debugging activities.
5. Documentation and Communication:
a. Document technical specifications, architecture, and design decisions.
b. Design shall include sequence diagram for major use cases.
c. Collaborate with product managers, designers, and other engineers to define requirements and deliverables.
6. Reporting
a. A weekly report communicating project progress and status.
b. Weekly time reporting on JIS provided forms, and any additional reports as assigned by the supervising manager.
SKILLS, EXPERIENCE, & CAPABILITIES
1. Preferred skills, experience, and capabilities:
a. Technical Skills:
(1) Proficiency in event-driven design principles.
(2) Strong knowledge of Spring Boot and microservices architecture.
(3) Strong knowledge of the use of design patterns.
(4) Spring JPA experience is required.
(5) Familiarity with Kubernetes for container orchestration.
(6) Front-end experience utilizing React and/or Angular.
(7) Experience with either RabbitMQ or Kafka for message queuing.
(8) Familiarity with RESTful APIs and web services.
(9) Elastic search experience is a plus.
b. Communication Skills:
(1) Excellent verbal and communication skills.
(2) Ability to establish and maintain effective working relationships with peers, end users and vendor development staff, as well as all levels of management and judicial personnel as necessary.
d. Problem-Solving Abilities:
(1) Ability to analyze complex technical challenges and propose effective solutions.
PLACE OF PERFORMANCE
1. Work shall be performed in a hybrid setting each week, Monday through Friday, as follows: a. Two (2) days remote at a suitable off-site location selected by the Offeror/Offeror Resource(s).
(1) The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings).
b. Three (3) days on site at the Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401.
2. The proposed resource will be required to perform in accordance with Section III.F.1. of this RFP during an initial six (6) month performance period. If performance is satisfactory, as determined by the AOC Contract Manager, the proposed resource may seek approval from the AOC Contract Manager to perform in an expanded hybrid role, Monday through Friday, as follows: a. Three (3) days remote at a suitable off-site location selected by the Offeror/Offeror Resource(s). (1) The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings).
b. Two (2) days on site at the Maryland Judiciary Information Systems, 189 Harry S. Truman Parkway, Annapolis, MD 21401.
3. On-site support may be required. As designated by the Judiciary’s Chief Technology Officer, the proposed resource(s) must be able to report on-site within twenty-four (24) hours after notification.
a. If required to report, the Offeror Resource shall report to Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401.
b. The AOC does not have a limit on the number of times the proposed resource(s) may be required to be onsite.
4. The AOC reserves the right to regularly evaluate performance and withdraw remote privileges in the event of a decline in contractual performance.
5. The AOC reserves the right to modify the allocation of onsite and remote work effort throughout the life of the Contract. In the event of a modification, the Contract Manager will coordinate with the Successful Offeror on a mutually agreeable allocation of work effort.
6. If the Offeror proposed resource has a work allocation that includes remote work at any time during the life of the Contract, the Offeror proposed resource may not perform remote work from a country other than the United States of America without prior approval from the Contract Manager. Unless there are extenuating circumstances, Offerors shall not anticipate receiving approval for remote work from a country other than the United States of America.
SCHEDULE & COORDINATION
1. Shall perform during normal operating hours, Monday through Friday, 8:00AM to 4:30PM Eastern Standard Time (EDT).
a. The proposed resource(s) shall have the flexibility to extend coverage hours to meet deadlines.
b. The JIS Project Manager or Department/Senior Manager must approve work prior to or after normal operation hours, not to exceed 2,040 hours per year.
2. Depending upon project requirements, the proposed resource(s) must be able to work a flexible schedule to include evenings, nights, weekends, and holidays. Proposed resource(s) must be available to provide on-call operational support as required outside business hours.
3. A two (2) to four (4) week training period will be provided to acclimate the successful resource(s) in the methods, processes, equipment, and software used by the Maryland Judiciary.
