Job Summary: The Job Developer/Modernization Officer supports the YouthBuild Program and Modernization Department within the Housing Authority of the City of Elizabeth (HACE). This role involves preparing YouthBuild participants to enter the workforce and assisting the Director of Modernization with capital projects. The Job Developer/Modernization officer will work closely with YouthBuild Staff, the Director of Modernization, and external stakeholders.
Responsibilities:

Develop and maintain partnerships in the public and private sectors that will provide career opportunities that are aligned with YouthBuild students’ interests and goals

Assist YouthBuild staff members and students in identifying and scheduling career-related guest speakers, site visits, job shadow experiences, and informational interviews.

Work with the YouthBuild Director to market the program to potential employers.

Ensure trainees are prepared before job interviews and conduct follow-up assessments.

Connect residents with viable job opportunities, including HACE’s modernization projects.

Develop goal-oriented individual employment and/or career plans through case planning, plan implementation of service delivery, monitoring, and appraisal.

Conduct job readiness workshops, including interviews and resume preparation, workshops on life skills and leadership development, host college and career fairs and other events to facilitate pathway to graduation and post-secondary instruction or employment

Requests for and obtain federal wage decisions for each new project

Sets up labor compliance files and ensures that all contractors submit certified weekly payroll reports

Meet or exceed annual placement and retention outcomes based on contractual goals.

Conduct regular site walks to monitor progress, identify potential issues, and ensure compliance with regulations and quality standards.

Attend weekly construction meetings discussing work progress, site conditions, and schedules with A/E and general contractor

Process change orders for all approved proposals

Collaborate with stakeholders, including architects, contractors, engineers, and regulatory agencies, to ensure projects adhere to specifications, budgets, and timelines

Assist with administering construction contracts and ensuring that all permits and licenses have been secured.

Ensure projects are hiring residents and YouthBuild participants as per Section 3 of the US HUD Act of 1968

Perform other duties as required.
Qualifications:

Bachelor's degree in construction management or other related field

Minimum of 3 years of project management or case management

Strong understanding of construction processes, building codes, zoning regulations, and other relevant industry standards.

Knowledge of HUD Section 3 program regulations

Excellent organizational, time management, and multitasking skills, with the ability to prioritize tasks effectively in a fast-paced environment.

Proficiency in project management software, Microsoft Office Suite, and other relevant tools.

Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
