Community Outreach Advocate – focusing in Hmong & Asian American Pacific Islander community

Harbor House is an agency in Outagamie and Calumet Counties committed to the awareness and prevention of domestic and sexual violence. As passionate advocates, Harbor House constantly seeks to start, drive, and shape the conversation around domestic abuse and the services needed to break the cycle. Harbor House is seeking an advocate who will provide comprehensive advocacy services to domestic and sexual survivors who are non-resident clients. Services include but not limited to safety planning; case management; assessing victims’ needs; victim accompaniment; working with other community resources in meeting and achieving individual service needs. Additionally, this position is responsible for making connections across Outagamie and Calumet counties within the Hmong community, as well as educating on the availability of services provided at Harbor House. This advocate must be bilingual in Hmong and English. The Community Outreach Advocate will be collaborating closely with the Sr. Manager, Support Services and program staff to support our mission.
Role Duties and Responsibilities
Direct Services: (50%)
- Must be able to maintain client confidentiality.
- Meet one to one with survivors of domestic and/or sexual violence as a means of providing education, offering support, networking options with other survivors, advocacy in systems, and referrals to other community agencies.
- Facilitate support and educational groups for survivors of domestic and/sexual abuse.
- Support walk-in appointments and helpline coverage.
- Provide trauma based counseling.
- Provide information to survivors regarding court proceedings, filing of injunctions, and/or victim compensation.
- Accompanies survivors to court proceedings and may transport survivors if needed.
- Provide educational sessions for clients on our Intervention Program, DV 101, and safety planning.
- Providing mobile advocacy, when needed, which is meeting clients in public locations, as not everyone is comfortable coming to Harbor House. Advocate must have valid driver’s license, car insurance, and a reliable vehicle.
Networking & Community Collaborations: (20%)
- Network and develop effective relationships with other community service providers, specifically those that serve the Hmong & Asian community, on behalf of survivors and their children.
- Develop and implement collaborative strategies with other community service providers in providing survivor choice in the types of services that would significantly support and enhance their ability to have a life free of violence.
- Participate in community meetings, trainings, and committees in order to network for resources and better communication.
- Regularly update community resource information for staff and survivors.
- Develop and implement strategies for reaching out to Hmong & Asian survivors and their children, always considering their need for safety and their culturally specific background.
- Collaborate with all other program staff to enhance consistent service delivery to survivors and their children.
- Develop and implement ongoing educational components in support service programs.
- Develop and update ongoing methods of offering survivors a voice in current/future program development.
- Develop and maintain best practice approaches to service delivery.
Crisis and Shelter support (20%)
- Support and help resolve needs of shelter residents.
- Provide phone helpline coverage, information, and referrals to survivors.
- Support the requests of walk in clients.
- Conduct assessments of clients requesting services and providing next steps.
Additional Duties and Responsibility: (10%)
- Compile agency records and statistics for the assigned service area.
- Provide education, information, supervision, and support to agency interns.
- Attend all agency staff meetings and required in-services.
- Work cooperatively with other staff.
- Participate in community education as requested.
- Must support in a rotation on-call schedule (We are a 24/7 agency).
Leadership Role:
This role requires leadership in the development and maintenance of systems and processes that help keep the organization running smoothly. It requires the ability to think beyond the day-to-day, and to propose solutions that will allow Harbor House to continuously improve services to clients. It also provides the opportunity to enhance our management of multiple grants across numerous funding streams. This position is uniquely positioned to support the critical functions of the organization. Confidentiality and attention to detail are required of anyone in this role.

Qualifications and Requirements
- Bachelor’s Degree in human services or applicable experienced preferred.
- Knowledge of domestic violence issues and how it affects the life decisions of victims.
- Strong communication and writing skills, leadership, organizational and analytical skills.
- Demonstrated knowledge and ability to work independently and as a team member.
- Knowledge of agencies or collaborations within the community preferred.
- Experience in trauma based counseling.
- Must have own transportation, possess a valid driver’s license and have adequate insurance.
Work Environment and Physical Demands
- Work performed in an office setting or event location, and requires the ability to stand or sit for extended periods of time.
- Ability to lift office supplies and materials on occasion, less than 30 pounds.
- The person in this position must be able to exchange accurate information over the telephone and/or online via Zoom, Teams, or other applications.
Salary & Benefits: Salary range $40,000-$50,000. Harbor House also offers an excellent benefits package, which includes annual paid vacation; additional paid holidays throughout the year; employer contribution to retirement account after three-month of employment; health, dental, vision and life insurance plans

Schedule:
- 8 hour day shift (Monday-Friday)
- 1- 8 hour late shift (12-8PM-support group night)
- Some hours on nights/weekends to support Outreach opportunities in the community.
