The PM shall serve within the Division with a focus on Strategic Initiatives. The contractor will play a key role across the Division including Strategy, Project Management, and Integration Management. The PM will achieve this by actively owning management of small to mid-sized projects, which may include conducting analyses to solve business problems, and developing strategic business cases, workplans, and/or recommending new operational plans for Business. Additionally, the PM will support the success of the Division by mentoring other team members and developing strong relationships with partners across the District. All duties are to be performed in accordance with the Program Management Administration policies, practices, and procedures. The PM leads planning and management of small to mid-sized organizational initiatives and activities, including conducting analyses, building business cases, developing project and operational management plans, and driving execution. Supports development of teams to foster collaboration, and effectively conveys and expresses ideas in writing and verbally to individuals and groups, including senior leaders. Develops timelines and detailed workplans to create structure for initiative teams to plan and coordinate activities and resources. Develops recommendations based on data from multiple stakeholders, and leverages data to support and inform timely, effective decisions. Develop, produce, and deliver executive presentations, program updates, and set and articulate goals and timelines to executive leadership.

- Information Technology Infrastructure Library (ITIL)
- Professional Scrum Master (PSM) - Highly desired
- Project Management Professional (PMP) - Highly desired
- Bachelor’s degree in IT or related field or equivalent experience
- 16 years Experience working in the Health and human Services industry.
- 10 years Demonstrated ability to develop mid to long-range implementation and/or enhancement plans
- 5 years Knowledge of District of Columbia health and human services programs and policies.
- 10 years Experience working in a professional setting including consulting, project management, and/or change management.
- 10 years Experience utilizing industry standard project management tools
- 6 years Experience with stakeholder management
- 10 years Experience driving and reporting on the complete lifecycle of a project (particular reference to IT and Healthcare)
- 10 years Experience defining and implementation business process flows
- 10 years Experience in requirements gathering, (particular reference to business/program requirements for an SDLC)
- 16+ yrs in progressive consulting leadership role, providing full lifecycle services in enterprise environment
- 16+ yrs managing, coordinating, and establishing priorities for entire project lifecycle
- Master’s degree in IT or related field or equivalent experience - Highly desired
