GENERAL PURPOSE
Performs administrative and technical work in the management of all City Engineering needs. The City Engineer is responsible for the planning and design oversight of city infrastructure improvements such as paving, drainage, and water quality facilities while coordinating City projects with internal and external resources. Assists with the coordination of programs, services, and other activities of the Planning & Development Department with an emphasis on those related to engineering and capital works.

Works under the direct supervision of the Director of Planning & Development.
SUPERVISION EXERCISED
May exercise supervision over other engineering or Engineer-in-Training (EIT) staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Reviews residential and commercial site development construction plans and associated technical reports for general conformance with city standards requiring knowledge of design and construction of drainage, detention, non-point source pollution, floodplain management, streets, pavement, water distribution, and wastewater collection.
Performs pre-construction meetings and periodic site visits and inspections of active construction sites to ensure compliance with applicable rules and regulations and approved plans.
Participates in pre-development, development review committee and other meetings including commenting on process, policy and submittals.
Assists with the City acceptance of developer related infrastructure including directing administrative staff in the collection of necessary paperwork, fees, ‘as built’ plans, etc.
Reviews engineers’ estimates of probable costs and coordinates with Administrative Coordinator to manage associated fiscal security.
Administers City’s Municipal Storm Sewer System Program and ensures compliance with TCEQ permit requirements. Reviews development planning materials; reads and interprets construction plans, erosion control sheets, site/location maps, Storm Water Pollution Prevention Plans (SWPPPs), and technical reports to assure that development/construction complies with federal, state and local regulations.
Process FEMA Letter of Map Revision cases.
Makes recommendations on updates to the City’s Engineering Technical Manuals related to transportation and environmental criteria to ensure consistency with adopted City policy and best practices.
Manage water quality and detention infrastructure inspection program, including performance of annual pond inspections.
Traffic signal management related to maintenance and operations in coordination with third-party maintenance team and consultants.
Prepares written and oral presentations to the Planning & Zoning Commission, City Council, Economic Development Board, and other organizations.
Provides general technical assistance to the public and City organization regarding municipal infrastructure and associated issues, with emphasis on transportation related matters.
Assists Director with recruitment, management, and use of third party consultants.
Provides recommendations on annual Capital Improvement Plan and Water Quality Pond Inspection Program.
Manages capital projects, as assigned by Department Director or City Manager.
Maintains GIS datasets related to stormwater, drainage, and water quality.
Participates in developing, planning and implementing department goals and objectives; administers approved policies and procedures; coordinates activities with those of other City departments and outside agencies and organizations; provide professional and technical advice and assistance to the City Manager on matter related to departmental functions;
Represents City at local and regional meetings, as assigned by Department Director or City Manager.
Prepares grant proposals and applications on behalf of City, as assigned by Department Director or Manager.
Provides assistance to other members of the Department on application review, Code Enforcement, and administrative duties, as assigned by Department Director.
Performs related duties as assigned.
PERIPHERAL DUTIES
Attends professional development workshops and conferences. Travels to various destinations in and out of the City.
Attend staff meetings; participate in mandated training and staff development;
MINIMUM QUALIFICATIONS
Education and Experience:
At the discretion of the Department Director and/or City Manager, any combination of experience or training may be substituted.
Bachelor’s degree from an accredited college or university with a major in civil engineering or a closely related field.
Minimum of five (5) years of increasingly responsible experience in civil and/or municipal engineering
Possession of current licensing as a Registered Professional Engineer issued by the Texas Board of Professional Engineers required. At least three years of work experience as a licensed P.E. preferred.
Preferred training in the National Flood Insurance Program (NFIP) with a possession of a Certified Floodplain Manager (CFM®) certificate, or will obtain and maintain such a Certificate within one year of hire desireable. Possession of or ability to obtain one or more the following designations within one year of hire:
Certified Professional in Erosion & Sediment Control
Certified Erosion, Sediment, & Stormwater Inspector
Certified Professional in Municipal Stormwater Management
Proficiency with Geographic Information Systems software desirable.
Knowledge of:
The City of Bee Cave design criteria, standard special provisions and standard drawings at a detailed level;
Referenced Local and State regulations and criteria manuals such as City of Austin Criteria Manuals (e.g., DCM, ECM, UCM, TCM); Travis County development regulations, Texas Commission on Environmental Quality (TCEQ) Edwards Aquifer Rules (RG-348 manual), LCRA water quality technical manual; TXDOT manual.
US Army Corp’s of Engineer’s CWA Section 404 permit process;
FEMA Floodplain regulations and standards for Flood Risk Analysis and Mapping;
Low Impact Development principles and development trends and innovative technologies pertaining to water resources/stormwater management
Hydrologic and Hydraulic modeling, including ability to use software programs such as HEC-RAS, HEC-HMS, PondPack, SWMM etc.
Federal and State funding sources related to stormwater and drainage and/or transportation.
Principles and practices of civil engineering including project planning, design, inspection, and construction;
Principles of subdivision and platting;
Principles and practices of contract administration;
Applicable federal, state and local laws, ordinances, codes, and regulations; and
Record keeping and reporting procedures.

Personal computer including Outlook, Excel, Word, PowerPoint, Teams, phone; scanner/copy machine, plotter. Use of AutoCAD and GIS software. Use of Glance software and radar equipment for traffic signalization.
