General Summary:
Performs routine to moderately complex supervisory duties related to the training and recertification of rail operators, supervisors, maintenance, and contract personnel on rail operating rules, procedures and practices.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Instructs, trains, and certifies student operators, supervisors, maintenance and contract personnel on rail operating and safety rules and practices and procedures. Recertifies operating and maintenance personnel as dictated by departmental practices and policies to assure a prescribed level of proficiency in critical job responsibilities is maintained.

Instructs and certifies operators and supervisors on the functional operation of various processes and system elements including vehicle troubleshooting, operation of switches, local control panels, other wayside equipment, and etc.

Monitors and evaluates performance and assesses student operator progress throughout their training period.

Identifies and submits recommendations for modifications to existing training programs. Under the direction and guidance of Rail Operations Management - Training & Development, develops and/or modifies lesson plans in accordance to changes in existing or new operating rules and procedures.

Assists in the monitoring and performance evaluation of student operators and line instructors.

Assists in the scheduling of student operators and line instructors.

Investigates incidents and complaints involving student or new operators and counsels individuals when required.

Performs a variety of payroll management functions and other administrative duties including tracking operating times, maintaining training records and developing/submitting various operating reports and statistics.

Acts in the capacity of the Assistant Manager, Rail Operations - Training & Development during his/her absence.

Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Associates degree from an accredited college or university in Business Administration, Education, Transportation, or related field.

Five (5) years of experience, including two (2) years of progressively responsible supervisory experience; one (1) year as a rail operator and a minimum of two (2) years working in positions requiring extensive customer service interactions.

Must have a valid Texas Commercial Drivers License (CDL) Class A or B with Passenger and Air Brakes Endorsements, no DWI/DUI conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than two (2) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART vehicles. Must obtain CDL within ninety (90) days upon hire.

Must pass a Department of Transportation (DOT) physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles; incumbents are subject to the federal testing regulations of safety sensitive positions, which include random alcohol and drug testing as a condition of continued employment.

Must work in a safe manner/constant degree of alertness.

Proficiency on PC and knowledgeable of software applications, including proficiency in Trapeze, Lawson, Ripplestone, Tableau, Microsoft Office applications of Word and Excel or other related software applications.

Knowledge of departmental policies and procedures.

Must be able to lift object weighing up to 15 pounds such as books, files, computer, binders, or human resource materials.

Thorough knowledge and understanding of rail operating rules and procedures, rail operating principals and practices, vehicle troubleshooting processes and functional operation of applicable field equipment.

Ability to achieve a minimum passing score of 90% on certification and annual re-certification tests.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
