The California Department of Public Health (CDPH) is currently hiring for a Staff Services Manager I within our Center for Family Health! In this critical role, you will supervise staff in the Fiscal Services Unit (FSU) in fiscal and budgetary activities of the Genetic Disease Testing Fund (GDTF) special fund and manages and evaluates the overall budget for the Genetic Disease Screening Program (GDSP). The GDSP’s projected budget in revenue resources is over $174 million annually and projected budget in expenditures authority is over $180 million for both the Newborn Screening Program and the Prenatal Screening Program.

Responsibilities:
- Oversee the fiscal and budgetary activities for the GDSP. Plan, organize, and direct the development of the Division’s projected expenditures and projected revenue. Manage and evaluate the overall budget of over $180 million for the Division. Prepare the November and May Budget Estimate and assist in building Budget Change Concepts, Budget Change Proposals, and Section 27/28. Direct the gathering and analyzing of fiscal and budgetary data for the GDTF special fund. Direct and supervise staff performing duties related to budgetary activities for various programs (Newborn, Prenatal, and California Birth Defects Monitoring Programs). Supervise the development and implementation of fiscal and administrative policies and procedures, including, but not limited to, budgeting, cost management, expenditure claiming, and asset management to meet state requirements.
- Independently build, create, develop, and present budgetary reports on GDSP’s programs to individuals and entities such as the Division Chief and Assistant Division Chief of the Center for Family Health, Budgets, and the Department of Finance (DOF). Make policy recommendations to GDSP management regarding fiscal matters. Provide training on fiscal and administrative policies and procedures to fiscal staff and executives as needed.
- Act as the subject matter expert on GDSP’s funds and provides working knowledge of funding availability to programs. Manage, review, and perform the year-end drill activities for revenues and expenditures. Assist in the preparation of regulation packages regarding any fee increases for any programs. Direct staff in expenditure forecasting, management, and control of budget allocation. Manage and evaluates GDSP’s expenditures to ensure programs stay within budget. Oversee staff who track expenditures such as the monthly accumulation and analytical interpretation of FI$Cal Online Reporting Environment (FORE) reports generated by the Department’s Accounting unit. This includes monthly reconciliation of FORE to actual State operations expenditures to ensure that the program is operating in accordance with the State fiscal year budget authority.
- Independently develop, plan, organize, and direct the workload of the Fiscal Services Unit staff. Oversee recruitment and training of staff, prepares reports on performance and employee development appraisals, recommends, and takes disciplinary actions when appropriate, and approves or denies merit salary adjustments. Evaluate the work and performance of staff. Establish performance standards and expectations by conducting probationary reviews, annual performance appraisal plans, corrective and disciplinary actions, and training to enhance personnel growth. Establish unit goals and priorities and monitors’ progress. Distribute and assigns projects and other workload to appropriate staff. Collaborate and work with other unit chiefs of Operational Support Section to complete budget-related projects as needed. Take appropriate action as necessary to resolve budget processing problems.
- Make recommendations to management regarding improvements of the administrative functions at the Division and, when approved, implements, and supervises these changes. Write new policies and procedures regarding fiscal and budgetary processes or any new business process updates within the programs. May travel up to 5% of the time within California (usually in the Sacramento area) for various trainings and meetings.
