The California Department of Public Health (CDPH) is currently hiring for a Staff Services Manager I (Specialist) within our Human Resources Division (HRD). In this critical role, you will serve as a Classification Specialist, which includes analyzing and making recommendations for complex and sensitive classification issues based on the state compensation program, such as salary analysis, pay differentials, and special salary adjustments, as well as issues involving collective bargaining and input from the California Department of Human Resources (CalHR) and CalHR’s Office of Labor Relations.
HRD partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the department to carry out its mission to deliver quality public health services.

Responsibilities:
- Serve as a subject matter expert (SME) by reviewing, analyzing, and independently making recommendations for sensitive and complex HRD personnel projects, including conducting analysis of regulations, laws, and bargaining unit contracts in support of CDPH’s classification plan
- Analyze, evaluate, and work directly with CDPH program staff on their proposals and supporting documentation for the development of new classifications, revisions to classifications, and compensation proposals for submittal to control agencies, and make recommendations based on review of classification usage data, external recommendations, program feedback, minimum qualifications, bargaining contracts, pay scale data, and salary relationships
- Review and analyze project and program packages (e.g., reorganizations, exceptional allocations, emergency appointments, arduous pay, employee compensation requests, etc.) to ensure they meet necessary requirements
- Serve as a team lead or as a team member with other departments to conduct classification and pay studies to provide support for projects, such as classification consolidation recommendations, examination development, salary studies, etc., and work closely with CalHR to prepare class specifications and allocation standards
- Confer with the Department’s SMEs, management, and CalHR to identify classification-related problems to address current needs and anticipate the type of personnel management solutions necessary in the future as related to consolidation or other complex classification-related efforts
Desirable Qualifications:
- Minimum of three (3) years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level, which shall have included the preparation of reports and the presentation of recommendations to management, and at least one (1) year of which must have been in a full journeyperson technical capacity
- Extensive knowledge of, and/or experience in, human resources· Ability to support the work and growth of a team and successfully administer human resources programs
- Strong leadership, coaching, and organizational skills with the ability to work under pressure and handle multiple tasks while addressing changing priorities
- Strong analytical and communication skills and the ability to work collaboratively with a variety of stakeholders
