CASE Consultants International, LLC has an immediate opening for a Regulatory Program Specialist to support our client, NOAA Fisheries, West Coast Region (WCR), Oregon and Washington Coastal and Inner Columbia Basin Offices (OWCO-ICBO). This is a full time, fully benefited position, with flexibility to work remotely.
The ideal candidate will have a bachelor’s (BS) degree, or higher, from an accredited college or university, preferably with a scientific major, plus 5-7 years of professional experience (MS + 4 years or PhD may be substituted). The candidate with also have:
- Experience implementing Section 7 of the Endangered Species Act {ESA}, including conducting programmatic consultations, drafting biological opinions, and writing letters of concurrence
- Knowledge of the biology ESA-listed salmonids in the WA, OR, and ID region
- Skill and experience in negotiating with federal agencies.
- Experience analyzing project impacts to fisheries, writing technical reports, and coordinating with Federal, state, and local agencies, and tribes.
- Knowledge and expertise of NOAA Fisheries policies and programs, as well as experience with planning, and Federal financial management and operations
- Detailed understanding of NOAA Fisheries (NMFS) Integrated Restoration and Permitting Program for Lakes Washington and Sammamish is a plus.
- Knowledge of the National Environmental Policy Act (NEPA) ,the Marine Mammal Protection Act (MMPA), and the Magnuson-Stevens Fishery Conservation and Management Act (MSA) a plus
About our Client. NOAA’s WCR, covering Washington, Oregon, California, and Idaho, enforces several key regulations such as the ESA, MSA, MMPA, and NEPA. The WCR aims to ensure the productivity and sustainability of fisheries through science-based decision-making, regulatory compliance, and the conservation of protected resources, including marine mammals, sea turtles, and fish. OWCO-ICBO, located in Portland and Seattle with satellite teams in Lacey, Washington, and Roseburg, Oregon, focuses on protecting species and their habitats under the ESA by assessing federal actions, developing recovery plans, forming conservation partnerships, ensuring safe fish passage, and designating critical habitats. Additionally, OWCO-ICBO enhances the efficiency and effectiveness of ESA implementation through programmatic consultations that address multiple agency actions on various levels.
Duties and Responsibilities:
- Conduct ESA, MMPA, and MSA consultations and document preparation for North Puget Sound Branch.
- Provide interdisciplinary expertise in project management, business processes, and meeting facilitation.
- Respond to inquiries from action agencies and applicants, offering pre-consultation technical assistance on RAP, SLOPES IV, and SSNP consultations.
- Manage NMFS Restoration and Permitting program for Lakes Washington and Sammamish, evaluating compliance and determining fee allocations.
- Conduct ESA Section 7 Consultations, analyzing biological impacts on ESA-listed species.
- Support development of programmatic consultations, engaging stakeholders and maintaining transparency within NPS and OWCO.
- Complete programmatic consultations, including Biological Opinions and necessary inter-agency agreements.
