The Senior Program Manager supports CNI Federal Services core healthcare business line and will manage and control all program directives across several federal contracts. Ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. Responsible for building and maintaining a positive, proactive customer relationship leading to and supporting organic growth of program services, in addition to supporting career growth and development of the project management team.
ESSENTIAL REQUIREMENTS
Must have significant prior federal health program management experience supporting Health and Human Services.
Must have the ability to manage a complex body of work, including multiple programs and projects simultaneously. Must have significant proposal experience including technical proposal solutions development.
Active PMP certification required.
Must be able to obtain and maintain a government clearance.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Serves as a focal point, providing program management and expert level support for assigned program(s). Responsible for overall assignment of work, staffing, personnel management, financial budgets, as well as all operations and technical aspects for the successful completion of program requirements.
Possesses and exercises general knowledge of program technical requirements, with reach back capability to an internal and external technical network.
Performs a variety of complex deliveries. Serves as senior advisor across programs, implementing processes and procedures for effective program delivery and contract execution.
Develops program and project plans for successful delivery, including management, staffing, schedules, quality control, change control, cost control, procurement, and risk management.
Formally identifies, assesses, monitors, and mitigates risk and opportunities throughout the program life cycle.
Develops and implement corrective action plans to address deviations to project plans.
Prepares regular scheduled program status reports and presents to senior management, including schedule and cost, delivery, and customer satisfaction.
Ensures program goals and objectives are set and that all related program responsibilities/projects are assigned, completed on-time and within budget. Monitors progress and resolves any identified issues affecting successful project / program completion. Makes certain results are documented.
Serves as the primary interface with the customer on all matters involving contract execution.
Coordinates with other departments on resolution of contractual problems with the customer.
Provides leadership to program team. Ensures communication and cooperation among team members and resolves areas of conflict.
Manages assigned staff resources, including developing appropriate career development plans, setting and monitoring performance objectives, providing coaching and leadership.
Provides full lifecycle subcontractor management – including subcontract initiation, financial review, scope development/performance monitoring.
Participates on bid and proposal activities from planning through submittal. Assists with developing technical and management solutions to meet requirements. May assist or lead a variety of proposal support requirements including management, staffing, technical, and business response.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE
Bachelor's degree and a minimum of (fifteen) 15 years relevant experience, or equivalent combination of education/experience.
JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES
Knowledge of program management tools and procedures.
Solid leadership and management skills, particularly “influence management” and “conflict resolution.”
Experience throughout the program lifecycle from development through closeout to include proposal development, requirements decomposition, financial and risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts.
Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements.
Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs.
Knowledgeable of and skilled in implementing “best-in-class” concepts/principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives.

The pay range for this role is $160,000 - 165,000, with the final offer amount dependent on location, skillset, and experience.
