Responsibilities & Duties

Primarily serves as the team lead in support of the Procurement directorate in executing its mission to plan, develop, and implement the contracting processes that enable CBP to acquire supplies, equipment and services.

Provide expert advice to management and technical support to operational functions directly related to initiating and developing procurement documents that align to the seven steps of the Procurement Life Cycle.

Provide contract management strategy development and contract execution strategy consulting support services to support the award of innovative combined CBP systems operational deployment and/or maintenance support services contracts

Develop and manage project plans, task trackers and schedules that comply with the program’s Performance Work Statement (PWS) and Work Breakdown Structures (WBS).

Serve as the Government project manager’s technical advisor on the adequacy of the system developer’s execution of contractual requirements related to integrating, testing, fielding, and maintaining combined system logistics and in-service engineering support services in the operational environment.

Assist the Government with preparing SES and high headquarters level briefs, white papers, and memos used as the basis to support system program contract structure recommendations

Assist the Program Manager in providing required team leadership, guidance, and program management vision; consult with senior leadership as needed in support of the AGO day to day operations

Assist the Program Manager providing qualified and experienced personnel and shall provide all supervision to its personnel, ensuring all contract requirements are complete accurately and in a timely manner.

Provide management, direction, administration, quality assurance, and leadership for executing all contractual requirements
Required Educations, Experience, Knowledge, Skills & Abilities

Citizenship: U.S. Citizenship is required.

Education: Bachelors’ Degree from accredited university.

Experience: Minimum 7 years’ of experience managing contract support operations

Clearance: Current DoD SECRET with the ability to obtain and maintain a TOP SECRET

Demonstrated strong managerial experience organizing, planning, directing, and managing contractor staff.
Knowledge, Skills & Abilities (Desired)

DAWIA or FAC-C certification

Prior Contracting Officer designation

Experience supporting an acquisition organization.
