The Opportunity
WSDOT Southwest Region Program Management Office is currently seeking to fill a Transportation Engineer 2 position in Vancouver, WA. In this role, you will be responsible for assisting the Program Development and Operations Engineer in updating the highway construction program for the region. For projects as assigned, this position will coordinate with project teams to document changes to project scope, schedule, and budget as necessary and submit information to Headquarters to keep the Transportation Executive Information System up to date. This position will be responsible for reporting project information out to internal and external customers and initiating and monitoring funding authorizations for projects in the region as assigned.
What to Expect
Among the varied range of responsibilities held within this role, you will:

Create Project/Work item numbers (PIN/WINs) and set up projects with schedules and estimates in Capital Program Management System (CPMS).

Set up or process work order authorization (fund) requests and monitor expenditures for consistency with approved schedule, budget, and federal aid agreement for projects as assigned in Southwest Region in the construction program.

Track the approval status of fund requests.
-
Close work orders with fund overruns.
-
Monitor authorization and expenditures, available funds, and project milestone dates (including advertisement dates) on all assigned projects in Southwest Region.

Run or create reports from Washington State DOT’s Data Warehouse (COGNOS), Transportation Reporting and Accounting Information System (TRAINS), Capital Program Management System (CPMS), Financial Information Retrieval System (FIRS), and Transportation Executive Information System (TEIS) as required to summarize the status and current budget and schedule for SWR projects.

Review preliminary estimates, design summaries, PS&E documents to ensure that projects comply with requirements to authorize funds for advertising.

Create, update, and amend State Transportation Improvement Plan (STIP) records to correct data as necessary to keep project information current within the State Transportation Improvement Plan (STIP) database throughout the year.

Assist in preparation of materials and documents for Quarterly Region Visit meetings as needed.
Qualifications
To be considered for this opportunity, the following are required:
-
Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent.
OR
-
Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent.
OR
-
A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or a closely related field.
In addition to one of the above, the following are also required:
-
Experience operating a computer and computer software to produce reports and other documents.
-
Experience working with numbers including but not limited to utilizing information received from others or pulled from varies data sources to create spreadsheets to determine and convey budget information.
-
Experience in being responsive and timely in response to emails, phone calls, etc.
-
Proficient in Microsoft Office software.
-
Works independently with only general direction and minimal supervision. Uses skills and abilities to complete complex tasks, including deciding which processes to use.
-
Experience learning new software and learning from any mistakes or successes encountered to apply knowledge going forward.
It is preferred that qualified candidates also have:
-
Two (2) years of project delivery experience in either transportation design or construction.
-
Basic knowledge of accounting principles, financial reporting standards, and accounting software and equipment.
-
Experience providing training to educate and inform managers and staff on current programs and policies.
-
Experience prioritizing a heavy workload in order to meet deadlines.
-
Experience successfully working through challenging and complex issues.
-
Experience providing excellent written and verbal communication working with others.

The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2024.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
