Assistant Director of Finance
POSITION SPECIFICATIONS
REPORTS TO
Chief Financial Officer
PRIMARY FUNCTION
Under the general supervision of the Chief Financial Officer, the Assistant Director of Finance oversees the
District’s financial operations which include:
- Accounting Operations: o Accounts payable and receivable o Purchasing o State & Federal grant accounting o Financial reporting
- Payroll
- National School Lunch Program Coordinator
QUALIFICATION PROFILE
CERTIFICATION / LICENSE
Connecticut driver’s license
Connecticut School Business Administrator Certification 085 is preferred but not required
EDUCATION
Bachelor’s degree in Accounting or related field; Masters’ degree preferable.
EXPERIENCE
- Leadership and administrative experience in the public sector to include accounting, financial reporting, purchasing, payroll, and budget development and control.
- Experience in designing, implementing and monitoring accounting, reporting, purchasing and budgetary systems.
SKILLS, KNOWLEDGE & ABILITIES
- Ability to oversee the financial operations of a public school district and provide appropriate innovations and modifications to improve its operations.
- Ability to plan, organize, and coordinate projects related to the financial operations of a school district.
- General knowledge of state and local reporting requirements of public school districts.
- Ability to prepare oral or written communications, such as presentations, reports, memoranda, correspondence, etc.
- Ability to establish and maintain cooperative working relationships with staff, parents, community and others contracted in the course of work.
- Ability to use spreadsheet, word processing and database software in carrying out the essential duties and responsibilities of the position.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
- Supervises and evaluates the accounting staff in carrying out their day-to-day responsibilities related to purchase ordering, check preparation and bill payment, cash receipts and disbursement reporting, etc.
- Manages the District’s food service operations and has oversight of the district’s Food Service Management
Company
- Supervises and evaluates the Payroll Manager in carrying out his/her day to day responsibilities.
- Supervises and evaluates the Grant Specialist in carrying out his/her day-to-day responsibilities.
- Prepares various periodic, or monthly, reports of a financial nature for the Board of Education, and others.
- Prepares, or supervises the preparation of various State and Federal financial reports, including but not limited to EFS, ED 012, ED 017, ED 021, ED 103, ED 111, ED 141, and ED 452.
- Prepares, or supervises the issuance of the District’s 1099’s
- Works with the Chief Financial Officer in the development and presentation of the annual District budget to the
Board of Education, Board of Finance & Taxation, Common Council and general public.
- Reconciles various District accounts with control accounts in the City of New Britain Finance Department.
- Approves purchase orders
- Reconciles, or supervises the reconciliation, of various District accounts with control accounts in the City of
New Britain Finance Department.
- Ensures that purchasing by various District responsibility centers complies with relevant Board of Education policies.
- Monitors purchasing by various District responsibility centers for budgetary compliance.
- Develop and continue to improve a financial control and reporting system to yield timely and accurate reports on District operations and compliance with approved budgets
- Assists in the recruitment and selection of qualified personnel for the Business Office.
- Develops annual tuition rates charged to other public school districts.
- Ensures that Business Office records retention and disposal complies with the State of Connecticut Record
Retention and Disposal requirements.
- Prepares reports, schedules, etc. and coordinates annual financial audit of the District by outside independent auditors. Functions as the Special Grants Coordinator for the school district, keeping informed of all state and federal opportunities for special funding.
- Administers state, federal and internal audits.
ADDITIONAL DUTIES
Performs other similar and related financial duties as assigned by the Chief Financial Officer
EQUIPMENT
Uses personal computers, calculators, fax machines, copiers and other miscellaneous office equipment necessary for carrying out duties.
TRAVEL REQUIREMENTS
Travel to school district buildings and professional meetings as required.
TERMS OF EMPLOYMENT
SALARY & BENEFITS
Salary and fringe benefits in accordance with Local 818, Grade 1a collective bargaining agreement
WORK SCHEDULE
Work schedule in accordance with Local 818 collective bargaining agreement.
