I. OBJECTIVE
To direct and oversee planning, practices, procedures, and personnel associated with commercial real estate construction programs as well as maintenance and improvement of building facilities and the Property Management personnel. Responsible for the budgeting and financial cost estimating relating to new real estate development and existing properties.
II. ESSENTIAL FUNCTIONS OF THE JOB: (other duties may be assigned)
A. PROPERTY MANAGEMENT: Oversee the operations of the Property Management Department and its staff and execute on, delegate and/or review the following tasks.
Corporate Administration
1. Ensure that tenant issues are dealt with in a timely and proficient manner.
2. Administer service and warranty contracts; security and maintenance of building, and grounds.
3. Analyze, create and manage operating and capital improvement budgets and projects.
4. Anticipates and responds effectively to sensitive issues, client’s needs and concerns and ability to solve problems in advance.
5. Assist the Design Build Division, Leasing and Accounting in acquiring new Tenants and Development.
6. Day to Day Management of the Property Maintenance and HVAC Divisions, Staffing, Budgets, Financial reporting and future growth of the divisions,
7. Develops and recommends property management operations policy for the company.
8. Direct and consult MEP Engineers for Tenants, Development and Redevelopment.
9. Ensure that staff performs monthly site visits and inspections of properties and prepares reports on such.
10. Interpret contracts, leases and company policies for employees, contractors and clients.
11. Maintain and develop relationships with industry and trade associates, vendors and other key organizations.
12. Manage and negotiate both union labor contracts. Manage grievances, arbitrations
13. Negotiate and administer all utility contracts for the entire portfolio.
14. Negotiates and authorizes contracts with suppliers and vendors.
15. Oversees and approves the purchasing of supplies and equipment for all properties.
16. Oversees the daily operations of a group of properties in the most cost efficient manner.
17. Provide support assistance to the Owners.
18. Support the Executive VP in new initiatives and growth for the organization.
19. Directs the work of others and models behaviors that are consistent with the company’s values.
20. Provide Fleet Management to include assignment, buying, leasing, fuel management and repair of all Company owned vehicles.
21. Perform other duties as required for the successful operation of the Property Management Department, Property Maintenance Department, HVAC Department and the organization
22. Oversee the daily operations of a group of properties in the most cost-efficient manner.
23. Oversee & approve the purchasing of supplies and equipment for use on group of properties.
24. Analyze, create, and manage operating and capital improvement budgets and projects. Create financial reports for effective project cost reporting and tracking.
25. Review and approve all AP for group of properties.
26. Responsible for leading staff selection, training, development and tracking performance.
27. Ensure that staff preforms site visits and inspections of properties and reports on such as required to maintain at a high level.
28. Administer service and warranty contracts; security, maintenance, building, waste removal, snow removal and grounds.
29. Interpret contracts, leases and company policies for employees, contractors and clients.
30. Lead contract negotiations for unionized employees and manage these employees effectively within the contract language.
31. Anticipate and respond effectively to sensitive issues, clients and/or tenants needs and concerns and ability to solve problems in advance.
32. Oversee all coordination responsibilities for incoming and vacating tenants.
33. Direct the work of others and models behaviors that are consistent with the company’s values.
34. Oversee the facility operation and maintenance of all operating businesses including but not limited to Star Parking Lot Maintenance Services, Town Building Services, various hotel properties, a fitness center, movie theaters, a trampoline park and multiple parking garages.
35. Oversee all 3rd party contractors for parking garage management and parking management equipment.
36. Responsible for reporting and tracking all internal and external general liability insurance claims, all workers compensation claims and all vehicle accident claims.
37. Responsible for the maintenance and tracking of all Company vehicles including vehicle replacements and gasoline purchasing. Responsible for the procurement of all hotel shuttle bus vehicles.
38. Responsible for the maintenance and operation of all cell phone accounts, phone systems and utility procurement for electricity and natural gas.
39. Manage all solar generating facilities including the maintenance and repair of all equipment and the management of all solar generated power for Marquis Solar LLC including invoicing and effective allocation of the commodity across multiple entities.
40. Lead safety committee as Company representative and maintain annual L&I certification.
41. Strong technical knowledge and application in all facilities areas including but not limited to mechanical and electrical systems, roofing, life safety, plumbing and environmental.
42. Develop and Manage global platforms for access control, security, fire alarm systems and surveillance.
B. CONSTRUCTION: Oversee the operations of the Construction Department and its staff and execute on, delegate and/or review the following tasks.
Corporate Administration
1. Ensure environmental and engineer reports are completed, all necessary permits are obtained, zoning regulations are met, and building budgets are established.
2. Meet with existing building maintenance staff upon closing in order to ensure building codes are met, to perform a detailed inspection of property and to secure building historical plans and data.
3. Develop, implement and enforce safety policies and OSHA regulations.
4. Ensure that all required insurance certificates and statutory worker’s compensation are in place prior to commencing work.
5. Ensure OEM manuals are complete and up-to-date.
6. Consult with the project manager to review client design, building budget and determine the scope of work required and to create a pricing schedule of proposed standard and upgrade options for plan.
7. Ensure HVAC and utilities are incorporated into engineering designs.
8. As part of construction preparation, evaluate specifications for plan procedures, start and completion dates, and staffing requirements for each phase of the construction project. Estimate the scope of work and obtain a minimum of three (3) bids for comparison and completion of each job.
9. Hire, direct and motivate supervisory personnel, subcontractors and staff engaged in planning and executing work procedures.
10. Interpret specifications and company policies to subordinates and/or contractors. Analyze and resolve work problems, including worker complaints and grievances.
11. Ensure construction site supervision, including the inspection of property and units under construction on a regular basis to ensure the work conforms to specifications, budget and schedule and initiate any repair or replacement needs and/or adjustment of working procedures. Regularly communicate with the project team regarding unit and property improvement status.
12. Coordinate construction and upgrades with new tenants and secure necessary documentation and deposits. Once work is finished, perform final inspection with new tenant to ensure all items are completed as per contract. Maintain positive and appropriate tenant relations.
13. Review and approve all invoices pertaining to the Construction Department, submit all approved bills to Accounting Department for processing and payment.
14. Develop necessary cost reporting for project cost tracking and reconciliation.
15. Assist Project Managers in preparing and performing “turnover” procedures. Oversee the scheduling of tenant moves.
16. Participate in the procurement of project materials such as lighting and carpeting.
17. Interact with the community to assure project acceptance.
C. BOTH: Oversee the operations of the Departments and its staffs and execute on, delegate and/or review the following tasks.
Human Resources
1. Hires, trains, directs, and conducts performance reviews for all employees in the department.
2. Provides orientation and on-the-job training for subordinates and ensures that the authority and responsibilities for each position are defined and understood.
3. Controls the human resource cost and growth.
4. Guides and leads other members of the Property Management and Construction departments.
Communications
1. Communicate effectively and professionally both verbally and in writing to Executives, Tenants, Trust Officers, Union Representatives and co-workers.
2. Keeps all employees informed as to company/ department plans and progress and consults with all segments of management responsible for policy or action.
3. Conducts regular staff meetings to stay informed of all developments.
4. Perform other functions as required for the successful operation of the company.
Finance
1. Reviews and approves plans for budget, spending, labor efficiency, materials efficiency, engineering effectiveness, customer service, and data processing.
2. Oversees & approves the purchasing of supplies and equipment for use on group of properties and/or projects.
3. Analyze, create, and manage operating and capital improvement budgets and projects.
4. Reviews and approves cost control reports, cost estimates, and manpower and facilities requirement forecasts.
5. Reviews activity reports and financial statements to determine progress and status in reaching objectives. Revises objectives and plans in accordance with current conditions and ensures that appropriate measures are taken to correct unsatisfactory conditions.
6. Defines objectives in each area of operations, including specific short-term and long-term plans and programs, together with supporting budget requests and financial estimates.
III. OTHER:
A. Perform other duties as required for the successful operation.
B. Communicate effectively both verbally and in writing to Executives, Tenants, and Union Representatives.
C. Maintain and develop relationships with industry and trade associates, vendors, and other key organizations.
D. Manage a staff of thirty employees, third-party property management services and outsourced janitorial and security services across multiple States and locations.
E. Maintain positive interface with other members of internal departments as well as maintain positive working relationships with contractors, vendors, suppliers, consultants, utility companies, municipality officials, etc.
F. Create project update reports.
G. Ensure compliance with all department policies.
H. Provide support and assistance to the VP, Operations as required.

V. INTERFACE:
A. Internal: Must positively interface with ownership, senior executives, department heads, and other company employees in a professional manner.
B. External: Must maintain positive working relationships with tenants, clients, printers, venders, suppliers, public officials and labor unions.
VI. QUALIFICATIONS
Education: Bachelor’s degree in Civil, Electrical or Mechanical Engineering or Construction Management. Master’s degree preferred. Real Estate license preferred. LEED Green Associate certification preferred.
Experience: 10 years’ experience in construction, project, or facility management and in different types of construction
Licences/Certifications : Valid insurable driver’s license

VIII. PHYSICAL DEMANDS TYPICAL OF THIS POSITION:
A. Vision and hearing correctable to within normal range to read documents and communicate with contractors, vendors, etc.
B. Sedentary position exerting 10 pounds of force about 70% of the time. On site visits may require climbing ladders, being on roofs and in ceilings, etc.
