General Definition of Work
The assistant director of federal, state, and local testing, under limited supervision, supports the administration of state, federal, and local tests within the district. Position is responsible for the planning and execution of testing logistics. Employee performs advanced work to carry out the Board of Education policies and procedures related to testing under the direction of the Director of Federal, State and Local testing

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, manage, supervise, and evaluate assigned programs/staff in the district
- Ensure department projects are aligned to district, state, and federal standards
- Oversee day-to-day activities of the department
- Procure testing materials and coordinate delivery of testing materials
- Review and approve testing materials and medical exemption requests; as well as the submission and/or approval of district-wide requests to test outside the normal testing window
- Review, approve, and prioritize state testing project requests, school testing coordinator onboarding, and graduation rate management with schools and NCDPI
- Manage significant testing projects to ensure they are completed on time, within budget, and with a high degree of accuracy
- Monitor North Carolina Department of Public Instruction's web-based portal to ensure timely access to data files and documents for the school system
- Monitor and participate in the development and administration of the department budget
- Maintain accurate records, reports, and inventories
- Complete local, state, or federal surveys and reports accurately and promptly
- Facilitate staff meetings and attend other related meetings as needed/required
- Participate in professional development workshops and leadership training
- Create an inclusive environment with positive communication/public relations
- Perform related duties as assigned
Knowledge, Skills, Abilities
- Comprehensive knowledge of the principles, standards, and expectations of North Carolina testing programs including end of grade (EOG) tests, end of course (EOC) tests, and alternative tests
- Considerable knowledge of the North Carolina Standard Course of Study/Common Core and Essential Standards
- Comprehensive knowledge of federal, state, and local regulatory requirements applicable to public school test administration
- Skilled in the use of current software to include word processing, spreadsheets, and desktop publishing applications
- Skilled in data manipulation using a variety of software applications including EXCEL, Structured Query Language (SQL), and SAS
- Ability to learn and use specialized tools, equipment or software related to business needs
- Ability to interpret and implement local, state, and federal rules, guidelines, and procedures into daily business operations
- Ability to communicate effectively
- Ability to reason, make judgments, and maintain effective working relationships
- Ability to employ positive communication skills in all settings/mediums
- Ability to problem-solve utilizing sound judgment
- Ability to maintain confidentiality regarding school system business

Education and Experience
- Bachelor's degree in related field required
- At least three years' experience in testing/evaluation administration required
- Master's degree preferred
- Equivalent combination of education and experience
Special Requirements
- Possess and maintain a valid driver's license or ability to provide own transportation.
- Travel to school district buildings and professional meetings
