Responsibilities & Duties

Support the DHS mission-oriented business programs and initiatives in policy development, regulation development, engineering and program/project and business management to the DHS S&T for emerging technologies, cyber security, and innovation.

Provide advice, assistance and guidance support for immediate, efficient, and effective administrative management activities, management and operations to develop and provide the necessary documentation, training activities and the development and implementation of plans, programs and procedures.

Serve as the subject matter expert on all aspects of budget, finance, and procurement support.

Provide cradle to grave support to include spend plan development, current year budget tracking, and long-term financial planning.

Serve as the primary interface between finance department and organizations contracting division.

Development and maintain financial tools and trackers to properly execute the position requirements to include information for the contracting division

Develops and maintains trackers and update items for the contracting officer and Office of Procurement Operations staff

Lead support for development of Other Transaction Agreements (OTA)

Provides guidance financial and procurement guidance to all SETA staff members (development of OTAs, budget expectations, etc.)

Co-lead the development of organizations financial and procurement policy documents

Responsible for providing Financial & budgeting program administration ans support to the designated operation accounting, payroll, budgeting and/or any other financial functions with the contract.

Responsible for collecting and analyzing data used from prior data to improve services internal and external to provide technical assistance and advise to external customers.

Interpret and apply laws that governs the budgeting and finance procedure within the contract
Required Educations, Experience, Knowledge, Skills & Abilities

Citizenship: U.S. Citizenship is required.

Education: Bachelors’ Degree from accredited university.

Experience: Minimum 5 years’ experience directly providing financial SME related support.

Clearance: Current DoD SECRET with the ability to obtain and maintain a TOP SECRET

Microsoft Office product proficiency (Word, Excel, Outlook, PowerPoint)
Knowledge, Skills & Abilities (Desired)

Advanced degree of study in Information Management or Technology Management.

Experience working with Other Transaction Agreements is highly desired.

Certification within the finance and procurement career field.
