Job Summary: The Public Safety SQL Engineer (NG911 Call Handling Support
We are seeking a skilled SQL Database Developer to join our team. The Public Safety SQL Engineer (NG911 Call Handling Support) is urgently needed to provide critical support for life-safety databases utilized in Next Generation 911 (NG911) call delivery to police, fire and EMS for emergency response to the public.
These SQL databases are essential to the functionality of core 911 call delivery and handling. Public Safety SQL Administrators / Engineers are required to configure, manage, maintain, and triage Public Safety databases on a 24x7 basis to ensure uptime and availability of 911 services for the public. If these roles are not filled, PSEM will be unable to cutover from the City’s legacy E911 system to the new NG911 system, thereby delaying the NG911 program, NYC will continue to be at risk with its failing, end-of-life E911 systems, placing the public in imminent risk and likely resulting in loss of life.
SCOPE OF SERVICES
Database Review and Maintenance
o Review all Microsoft SQL Server databases.
o Identify any issues such as performance bottlenecks, fragmentation, or inconsistencies.
o Perform routine maintenance tasks such as index rebuilds, statistics updates, and database integrity checks.
· Always On Availability Group Maintenance
o Monitor and maintain Always On Availability Groups for SQL Clusters.
o Ensure synchronization state across replicas.
o Perform failover testing and handle failover scenarios as necessary.
· Best Practice Recommendations
o Review SQL Server and database requests as part of the build cycle.
o Provide best practice recommendations for database design, performance tuning, and security.
· SQL Updates and Patching
o Schedule and perform SQL Server updates and patches.
o Coordinate with stakeholders to minimize downtime and ensure updates are applied in a timely manner.
· Application Migration to SQL 2019
o Assess existing applications and databases.
o Work with application owners to plan and execute migrations to SQL Server 2019.
o Ensure compatibility and performance optimization during the migration process.
· SQL Server Consolidation
o Identify opportunities to consolidate SQL servers into shared instances.
o Evaluate resource utilization and performance impact.
o Plan and execute server consolidation efforts while minimizing disruption to existing services.
· Root Cause Analysis
o Perform root cause analysis on internal and external data and processes.
o Identify patterns, trends, and anomalies to answer specific business questions.
o Propose data-driven solutions and opportunities for improvement.
· Project Management Support
o Provide project management support for SQL-related initiatives.
o Coordinate tasks, timelines, and resources to ensure successful project delivery.
o Communicate effectively with stakeholders to provide updates and manage expectations.
· Backup and Recovery Management
o Review and optimize SQL backup schedules and technologies.
o Implement backup strategies to ensure data integrity and disaster recovery readiness.
o Monitor backup jobs, troubleshoot failures, and perform periodic recovery tests. Advanced working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases.

MANDATORY SKILLS/EXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered.
Microsoft SQL Engineer/DBA must possess advanced SQL querying skills, including expertise in writing complex SQL queries, stored procedures, triggers, and optimizing SQL performance.
Proficiency in database administration tasks such as database creation, configuration, monitoring, backup and recovery, security management, user access control, and database optimization.
Knowledge and experience in implementing and maintaining high availability solutions such as Always on Availability Groups, database mirroring, failover clustering, and disaster recovery planning.
Ability to diagnose and troubleshoot database-related issues effectively, using tools such as SQL Server Profiler, Dynamic Management Views (DMVs), and Extended Events.
DESIRABLE SKILLS/EXPERIENCE:
Knowledge of MySQL, Oracle, MongoDB, VMWare, AD, DNS
