Description
The Parents as Teachers (PAT) Registered Nurse Parent Educator (RN PE) serves as a Family Support and Coaching Professional (FSCP) and functions in the role of team leader within the group of RN Parent Educators (PEs) within the region. The RN PE is responsible for assisting (and reporting administratively to) the PAT RN Supervisor in directing, planning, implementing and evaluating activities for the PAT program in accordance with the established policies, procedures and standards of the Louisiana (LA) Maternal Infant and Early Childhood Home Visiting (MIECHV) Family Support and Coaching program and the LA Dept. of Health /Office of Public Health/Bureau of Family Health.
The RN PE is responsible for delivery of the PAT model through comprehensive home visiting delivered through face to face visits. Services include nursing assessment, planning, implementation and evaluation for eligible, low-income pregnant women and parents with children under the age of five.
Direct supervision for this position is provided by an assigned PAT RN Supervisor (and RN Lead Parent Educator when applicable). The RN Parent Educator practices within the scope of practice designated by the Louisiana Nurse Practice Act (LRS37:911) and adheres to the policies, procedures and standards of the Louisiana PAT program and Louisiana Department of Health and Hospital/Office of Public Health/Bureau of Family Health/MIECHV.
Minimum Qualifications
Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus two years of professional nursing experience. Bachelor of Science in Nursing (BSN) preferred. Experience as an LPN or RN in maternal child health nursing, public/community health, or related fields preferred (Bachelor’s degree or higher may substitute for 1 year of experience).

Duties
Conducts personal visits using the Parents as Teachers curriculum on a weekly or bi-weekly basis with each family.
Adheres to the PAT model, delivered through face to face visits whenever possible. Completion of scheduled visits shall be in accordance with established model requirements, policies, procedures and standards of PAT, BFH and LA MIECHV.
Incorporates nursing assessment, planning, intervention and evaluation into the PAT personal visits at required intervals.
Serves a caseload of at least 20 active cases/clients per RN PE in any given timeframe.
Meets the LA MIECHV and PAT programmatic documentation guidelines, productivity expectations, and professional performance expectations as set forth by LDH-OPH- BFH/MIECHV.
Adheres to guidelines, as set forth by the Parents as Teachers national model including but not limited to, quality assurance to reach proposed program standards. Data system and OPH monitoring reports will be reviewed monthly by supervisor to monitor PAT RN PE activities.
Becomes knowledgeable about the Parents as Teachers model including the Essential Requirements necessary for model fidelity.
Develops therapeutic relationships with clients and their families, utilizing open communications skills and reflective listening. Provides preventive health education and anticipatory guidance to clients and families. Provides individualized and culturally appropriate care to families served and assists them in setting achievable personal and life course goals. Makes appropriate referrals to community agencies and health care providers for other community services and resources as identified by families wherever possible.
Plans the visit, and organizes and gathers materials according to program guidelines to meet the family’s goals and needs.
Provides (or participates in) and assures that parent group connections focus on a minimum of one of the following areas of emphasis: parent-child interaction, development-centered parenting, or family well-being.
Ensures that annual and periodic screenings are completed on each child in caseload.
Proficiently utilizes Penelope Data Collection Systems, in order to manage program data effectively.
Participates in community outreach activities to assure and encourage referrals to the MIECHV program.
Works effectively with Infant and Early Childhood Mental Health Clinical Specialist (IECMHCS), where applicable, and assists IECMHCS in developing relationships with families.
Maintains all family, nursing, and program documentation in a complete and timely manner per program requirements.
Prepares, maintains, and completes client records, monthly activity reports, calendar entries, and travel and payroll documents in a timely and accurate manner.
Organizes and maintains program supplies and materials.
Meets weekly with PAT RN Supervisor for reflective supervision and participates in weekly case conferences and/or team meetings.
Successfully completes all PAT Model required trainings (Foundational, Model Implementation, Foundational-2 & Life Skills Progression) as well as trainings related to model implementation required by LDH-OPH-BFH/MIECHV (HOME Inventory, Ages & Stages, Ages & Stages: SE, Infant Mental Health 1-5, Keys to Caregiving).
Conducts assessments regarding contraceptive needs of clients, educates clients on all forms of contraception, and assists clients in identification of a contraceptive method that meets their needs.
Attends and participates in mandatory meetings/trainings scheduled by employing agency and LDH-OPH-BFH/MIECHV.
Maintains certification through related in-service in accordance with PAT Guidelines:
o Achieves at least 20 contact hours of in-service per year.
Provides emergency care in the community as designated within the Office of Public Health and in accordance with the scope of nursing practice. Participates in Emergency Preparedness activities in the Medical Special Needs Shelters, bioterrorism preparedness (smallpox vaccination, National Pharmaceutical Stockpile or weapons of mass destruction) and other events which require activation of the emergency response system. Provides professional nursing care and leadership in response to emergency situations in the community and statewide, on a 24 hours a day, 7 days a week basis.
Maintains current cardiopulmonary resuscitation (CPR) certification at all times.
Utilizes personal vehicle for routine travel to complete required job duties and adheres to travel policies and procedures.
Accepts and performs additional duties not listed in the job description to ensure smooth agency operation.
