MAJOR DUTIES
Manages project tracking systems to include: coordination of the routine schedule management meetings, assist in data integration between the project tracking system and other GSA systems, and review and analyze the tracking system for data integrity.
Plans and executes data analytic reports. Develops methods to assist with improvement of data collection, identify problems, and to provide recommendations for corrective courses of action. Conducts research and data analysis. Reviews the processing and input of programmatic and management information into one or more PBS business information systems database to support or facilitate GSA business activities.
Inspect, transform, and model data with the goal of highlighting useful information for PBS GSA. When guidelines are not available, communicate with staff for guidance and reference materials. Utilizes judgment in researching guidelines in determining the relationship between guidelines and organizational efficiency.
Familiarity with database and/or spreadsheets management in order to extrapolate data from PBS National Systems through Open Database Connectivity (ODBC) for the purpose of generating strategic and operational reporting, business process management, and track performance goals and business measures for PBS.
Serve as a technical advisor for end users providing advice, guidance and/or system-specific support to facilitate use of PBS National business systems and applications, Identify significant data issues or problems and propose innovative and proactive solutions.
Coordinates and communicates with staff and managers throughout PBS on matters relating to data and information gathering, systems management and information needs of internal support divisions to provide analysis. Collaborate across divisions to provide comprehensive information through data sharing and electronic data interchange. Also collaborate and/or oversee data cleaning initiatives within National PBS Systems and Regional data. Coordinate data items with appropriate individuals and reconcile data inconsistencies.
Audit business data and review associated business documents while adhering to accepted statistical reporting methods and industry data management practices. Identify discrepancies; propose solutions to errors, and extrapolate and synthesize a variety of raw business data into useful business information and tailored reports.
Assess the effectiveness of designated business/program operations, processes, projects and/or systems, particularly in relation to data management, data integrity and accuracy for the full range of systems through information management recommendations.
Analyze data and/or management processes to enhance internal and/or external customer satisfaction in relation to its ability to capture diverse program data and customer accessibility and/or usability of PBS business information systems.
Negotiate with internal PBS support divisions to ensure data systems and data exchange capabilities meet their needs. Develop and maintain relationships with others to help reach business objectives related to the management and maintenance of PBS business systems. Facilitate positive customer relationships and effectively anticipate customer needs.
Based on organizational and/or operating needs, may conduct data entry for the organization. Identify errors, data discrepancies or other problems and work with other support divisions to correct. May perform quality assurance to ensure PBS National Systems data is accurate for the Acquisition Division.
Perform data collection and analysis to respond to both routine and complex requests for information and reports; Respond to requests through a variety of means such as oral or written responses, formal directives, analytical reports, or electronic media to incoming inquiries from other program offices;
Ability to solve unusual issues that have no precedence. Many database issues are unusual and have no basis or benchmark to draw upon. Develop quality control criteria, profile reports, and/or various system queries to perform continuous review of the database systems data, and to maintain accuracy, control and reliability of data maintained in the systems.

Knowledge Required by the Position
● Knowledge and understanding of data management business systems, varied software applications and qualitative and quantitative data gathering and analysis techniques and methodologies to perform systems and data analysis roles and to determine ways to improve systems effectiveness and efficiencies.
● Ability to manipulate and extrapolate data, perform system queries and generate specialized management reports.
● Knowledge of PBS acquisition processes and to act as a technical consultant and advisor to internal and/or external customers on varied business systems and data management issues.
● Knowledge of PBS policies and initiatives related to data management and associated performance measures to ensure technical advice provided and decisions made are in line with performance and goals.
● Ability to gather, evaluate, and format data in connection with the compilation of statistical information and the preparation of recurring reports.
● Strong written and oral communications skills to explain and implement business systems and data management decisions and practices.

● PL/SQL, Access/Excel skills including pivot tables/macros, Google Apps Scripts, Java Script
● Experience with data manipulation, management, and reporting.
