Performs complex (journey-level) administrative support work in Clinical Records. Provides HIPAA Privacy training regarding confidentiality, consents, and disclosures. Answer phone and assist staff as needed. Performs requests of information and releases of information. Works under general supervision of the Assistant to Program Manager with moderate latitude for the use of initiative and independent judgment. This position performs routine receipt of records, scanning, archiving, and records requests. In addition, this position must promote a professional customer service environment by responding to requests made by internal and external customers in a courteous and respectful manner.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Performs general program support services needed to assist in the administration of Intellectual and Developmental Disabilities (IDD) services. Tasks include both routine and short-term projects and assignments. Specific assignments relate to service provision, as well as organization and facilitation of workflow for administrative staff in IDD Services.
Job responsibilities must be conducted in accordance with both Provider and Authority guidelines, principles and practices, State of Texas Performance Contract, Center policies and procedures, state and federal laws as applicable. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
- Inspect clinical records documentation for accuracy as scanning is done on a daily basis.
- Maintains the security and confidentiality of consumer records and health information at all times. Follows release of information (ROI) processes for HIPAA compliance.
- Responds to inquiries and explains rules, regulations, laws, policies, and procedures such as the Texas Administrative Codes (TAC), Family Code, THSC, and the HIPAA Privacy Rule pertaining to confidentiality, consents, disclosures, and breach notifications. Serves as the Centers HIPAA Privacy Officer with consultation from the QM/UM Director.
- Maintains Personnel Records and OIG (Office of Inspector General) Spreadsheets up to date
- Compiles and submits clinical record documentation for HHSC and Managed Care Organization reviews/audits.
- Presents job specific training, as needed, to new employees
- Maintain work area clean and organized on a daily basis
- Order monthly office supplies
- Create client charts for new enrollments and contract renewals.
- Communicate with our vendors (Dental offices, PT, OT, Speech pathologist) to request annual documentation
- Performs related duties as assigned.
GENERAL QUALIFICATIONS:
A. Experience/Education/Licensing/Certification
- Experience in clerical work with clinical records.
- Bachelor's Degree in Administration, Social Work or related field (Required)
- Valid Driver's License.
B. Knowledge/Skills/Abilities
- Must be able to perform each essential duty satisfactorily.
- Knowledge of clinical records administration and maintenance techniques and procedures.
- Ability to proficiently utilize computer programs, e.g., Microsoft Word, Excel, & Google Drive.
- Ability to communicate effectively within job requirements.
- Ability to stand, sit and walk for extended periods.
- Maintains competency in required training
