The Department of General Services makes Tennessee State Government work! Literally.
State troopers, and social workers, are a few State employees who couldn't do their jobs without the vehicles we purchase and maintain. The Department of Transportation relies on us to purchase salt to treat icy roads. When you visit the State Capitol or other State buildings across Tennessee, our Department has had a hand in it. We are responsible for operating, managing, and maintaining real estate assets owned by the State. Even the governor relies on our team to document his appearances and various State events through photography.

The Project Development Portfolio Manager works in STREAM. STREAM is one of five divisions within the Department of General Services. This division is dedicated to operating, managing, and maintaining the State's real estate assets to ensure a comfortable, safe, and efficient working environment for State tenants, employees, and guests. STREAM's impact on State property and buildings is monumental. They are responsible for building, renovating, and leasing all property owned by the State of Tennessee, including interior design, workspace design, and facilities management for State buildings. In addition, every STREAM project focuses on accessibility to tenant constituents, contract administration, safety compliance, energy savings, and the consideration of the surrounding environment.
How you make a difference in this role:
As the Project Development Portfolio Manager, you will manage 10-12 professional team members who are responsible for the day-to-day oversight of project development (programming and design) from an owner's perspective. The Project Development Portfolio Manager role will be expected to become a subject matter expert capable of developing key performance indicators and optimizing, innovating, and executing business operation processes. The role will instruct team members on internal and external policies and procedures and industry standards and best practices ensuring the expected outcomes, performance, and accountability of each team member.
Job Overview:
This position reports to the Executive Director of Capital Projects and has a hybrid work schedule with varying days in the office, working from home, and in the field. This position has a monthly starting salary of $8,408 - $10,917 (determined by experience). Minimum Qualifications:

Bachelor's degree in architecture, engineering, construction management, or related field of study

10 to 15 years of demonstrated competency in a related field
Required Experience:

Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

Knowledge of the techniques and principles involved with the design of and the means and methods in the construction of buildings.

A deep understanding of laws, precedents, government regulations, executive orders, department rules, and the democratic political process.
