Bidding and Preconstruction Planner

GENERAL DESCRIPTION:
The Bidding and Preconstruction Planner is responsible for creating, guiding and managing bid proposals to and through the contract phase. This role requires interaction with a range of internal and external stakeholders, most often managing several moving project parts simultaneously.
Additionally, as the Bidding and Preconstruction Planner, it is essential to lead and empower staff in a joint effort to reach company goals.
The Bidding and Preconstruction Planner will gather, evaluate, and prepare detailed cost information for cost-evaluation of projects. It is HIGHLY recommended to visit sites to gather information and analyze proposals, specifications, blueprints, and construction documents to understand the project. Detailed communication of the time, labor, materials, and product costs for the project must be effectively communicated in the proposal to the client.
The Bidding and Preconstruction Planner will report directly to Managing Members and Operations, as well as work in conjunction with the Field Operations Manager to coordinate schedules.
MAIN DUTIES & RESPONSIBILITIES:
Coordinate all Phases of the bidding process and project coordination, including but not limited to, the following:
□ Confirm project scope and bidding timeline.
□ Assist in the selection of Projects to Bid.
□ Create and manage estimating folders for projects Wofford is bidding.
□ Send of CAD files to Digital Dirt with Scopes of Work that we need takeoffs completed for.
□ Reach out to vendors and obtain a Minimum of 3 quotes per trade for each project we are bidding.
□ If Wofford is given a Letter of Intent, convert estimating file to an active project and request a job number from accounting.
□ If a project is awarded to Wofford, assist the PM in selecting the vendors Wofford will utilize and begin sending out Subcontracts.
□ Create and submit subcontracts and purchase orders as needed in coordination with the Wofford team. Request all relevant information (i.e. certificate of insurance, W9, etc.)
□ Create and manage utility locates weekly to include large and small tickets.
□ Prepare and coordinate all bid proposals.
□ Verify, clarify, review civil takeoffs and vendor proposals to create material, labor, equipment, and subcontractor budgets to include onto client proposals.
□ Confirm Subcontractor proposals are inclusive of the full scope of work needed for bidding purposes.
□ Follow-up on all proposals sent to see how our proposal hit with the client’s budget and seek out Letters of Intent for work, if the project/client is a good fit for Wofford.
□ Participate in external pre-construction meetings and schedule inspections with the Operations Manager/Foreman and communicate to all stakeholders.
□ Complete Notice to Contractor and all necessary documentation before the project start date.
□ Prepare and obtain all Subcontracts for selected subs and manage the relationship in a positive manner.
□ Negotiate pricing with vendors.
□ Develop detailed scopes of work for T&M work, change orders and buy-out meetings.
□ Submit RFI’s, submittals and any other regulatory project documentation.
□ Assist the accounting department in getting unit costs for labor, overhead, equipment, etc. to get ProEstimate up and running.
□ Request and implement site specific safety plan.
□ Ensure all Wofford Site documents are filled out and properly displayed. Including but not limited to Stamped plans, Wofford Sign, Rain Gauge, Workman’s comp panel, Emergency response plan, First Aid Kit, Fire Extinguisher, and Permits.
□ Assist in estimating the number of crews, equipment, and resources needed for projects.
□ Prepare and assist with internal pre-construction meetings to include a schedule, budget, job concept, job contents and any other necessary information to complete a job. Ensure adequate notes are taken and saved within the job folder.
□ Submit and follow-up on submittals with the city, county, or engineers. Upon approval, coordinate with management team and site personnel to place material orders and delivery schedules.
□ Maintain supplier/client relationships at the appropriate level reinforcing Wofford’s commitment to continuously address their needs and interests.
□ Provide update and review Estimating Log at the weekly manager’s meeting.
□ Manage and update Estimating Log daily.
□ Work with HR & the Field Operations Manager to ensure we have enough employees on the ground for current scopes of work.
□ Review drawings and specifications to become familiar with the project and identify long lead times and critical path items.
□ Inform, promote, execute and adhere to the company’s safety program, and encourage all employees, subcontractors and consultants to adopt safety as a culture.
□ Work in a safe, responsible manner to not intentionally or unintentionally injure oneself, or endanger the wellbeing of others.
□ Participate as a vital team member, and contribute towards the success of the organization, which may involve the provision of other technical and administrative support, as required.
□ Promote a team approach and maintain dialogue with all employees to exchange information and gather ideas.
□ Complete understanding of stamped drawings.
□ Adhere to all Wofford Earthworks, LLC contractual obligations with clients.
□ Create, manage and maintain clients throughout their lifecycle with the Wofford entities.
□ Assist in achieving financial objectives.
□ Review historical data for evaluation of company labor production and recommend necessary adjustments for profitability and competitive advantages. Provide feedback to accounting department to determine labor costs are correct and accurate in our bidding process.
□ Continue to develop leadership skills.
□ Attend conferences and training as required to maintain proficiency.
□ Employee is expected to dress in business casual attire unless the day’s tasks require otherwise. Employees must present a clean, and professional appearance. Clothing with offensive or inappropriate designs or stamps are not allowed.
