District Council 37 Benefits Fund Trust (BFT) is owner and manager of an eleven (11) floor commercial office building located at 125 Barclay Street in lower Manhattan. 125 Barclay has been recently renovated with modernized systems from top to bottom. We are seeking an Engineering Manager to supervise, maintain, and upkeep our newly renovated LEED and WELL certified building.
General Statement of Duties and Responsibilities
The Engineering Manager is responsible for overseeing the day-to-day management and performance of all engineering operations within the building, including electrical, HVAC, plumbing, and emergency systems. They collaborate closely with BFT management and other team members to deliver services, manage engineers, technical service providers, and contractors to ensure compliance with building performance specifications. The Engineering Manager will supervise the building’s Operating Engineers and Handyperson/Helpers. The Engineering Manager shall report to the BFT Director of Operations and Property Facility Services Manager with oversight by the BFT Administrator.
The ideal candidate should have significant knowledge and experience with LEED and WELL sustainability standards, and possess experience in implementing energy reductions, green practices, and sustainability initiatives. Additionally, the Engineering Manager shall assist the Director of Operations to execute construction and capital projects safely and efficiently, ensuring that operations adhere to our standards and industry norms. The Engineering Manager will be responsible to maintain maximum uptimes for all systems, provide advice on specific capital improvements and upgrades to achieve cost savings.
Required Qualifications and Experience
We are seeking candidates with a minimum of 8-10 years’ experience as an Operating Engineer and at least 3 years in a management role of a staff or team.
Completion of technical school certification for HVAC and electrical systems or Apprenticeship, or a degree in Mechanical Engineering, Electrical Engineering, or Facilities Technology.

Duties and Responsibilities
- Supervise the performance and maintenance of all mechanical, electrical, and craft services to ensure operation within design capabilities and achievement of proper environmental conditions as prescribed by Building Property Facility Management.
- Oversee and supervise the efficient operation of facility equipment and systems.
- Work closely with other department leads from security, janitorial, and Property Facility Management.
- Communicate with Property Facility Management regarding matters related to services performed.
- Assist the Director of Operations to oversee that tenant improvements are performed safely and efficiently
- Implement operating instructions and procedures for equipment and systems.
- Strive toward a goal of zero downtime in operations by ensuring reliable system performance.
- Prepare Engineering Department operating budgets.
- Establish and maintain periodic operational testing schedules for critical systems and equipment.
- Administer an effective and accountable preventative maintenance system tailored to the facility.
- Regularly evaluate all equipment and systems, providing Property Facility Management with a list of deficiency items and recommendations for improvement.
- Implement and monitor an effective energy conservation and management program to keep operating costs at a minimum.
- Possess licenses and permits required by local laws and ordinances to operate, repair, and maintain the facility’s equipment and systems.
- Ensure that direct reports comply with local laws, codes, and regulations.
- Utilize a work order system for the control and assignment of on-call and unscheduled services. This system includes the work performed, where applied, personnel assignments, time and material estimates, and authorization.
- Ensure that work responsibilities are allocated properly among staff by developing and implementing manpower schedules and work methods and procedures designed to obtain low-cost and efficient operation.
- Establish performance standards for each phase of work, adhering to standard practices and quality levels.
- Carry out policies and procedures concerning safety, administrative requirements, standards, practices, and work methods.
- Monitor and adjust the Building Management System (BMS).
- Operate fire life safety systems.
- Be available on-call for emergencies related to the operations of the building.
- Complete, only as necessary based on the schedules of operating engineers and on-call, building repairs and maintenance:
- HVAC: Inspect, diagnose, and troubleshoot HVAC systems. Complete routine preventive maintenance and repairs, including changing filters, belts, checking fluid levels, adjusting space temperatures, diagnosing and repairing VAV boxes, heat pumps, changing motors, calibrating and repairing pneumatic systems, etc.
- Electrical: Diagnose, troubleshoot, and repair electrical equipment and control circuits. Tasks include changing lights, ballasts, wiring switches and outlets, and diagnosing motor controls, etc.
a) Oversee Generator and Switch Gear testing.
- Plumbing: Oversee the performance of repairs to all plumbing systems including sump pumps.
- General Maintenance: Oversee small patching and painting, repairing/replacing doors and door locks, replacing ceiling tiles, etc.
- Respond to emergency maintenance requests as required.
- Perform any additional duties on an as-required basis within the scope of contractual limitations.
Additional Critical Skills Needed
- Must be able to work independently with little supervision
