Chief of Party – Data-Driven Collaborating, Capacity, Learning, and Adapting (CCLA) Activity
Location: Georgia
Period of Performance: 5 years
Policy and Management Consulting Group (PMCG) is looking for a Chief of Party (COP) to furnish leadership, management, and oversight for the anticipated USAID/Georgia Data-Driven Collaborating, Capacity, Learning, and Adapting (CCLA) Activity. The purpose of the project is to enable data-driven decision-making; institutional capacity development; and evidence-based collaborating, learning, and adapting within and amongst USAID/Georgia and its implementing and strategic partners to improve program management and development impact in Georgia.
The following are the general workstreams that the Contractor must perform:
1. Data: generate, collect, review, curate, analyze, and synthesize key information for decision-making.
2. Learning: regularly hold information and learning-sharing events to support decision-making processes, utilizing data generated and analyzed.
3. Adapting: ensure USAID staff and partners have the skills and resources to effectively respond to shifting priorities and contexts utilizing data generated and learning derived.
4. Collaboration and Capacity: develop and utilize mechanisms/tools for multi-stakeholder collaboration and address partner entities’ human and institutional capacity gaps.
This is a full-time position contingent upon USAID award.
Job Summary:
The COP will be responsible for providing overall leadership, day-to-day management, and technical direction for the activity. They will ensure that the project is implemented efficiently and effectively, in accordance with the approved budget, USAID regulations and procedures, and the specifications outlined in the scope of work. Additionally, they will serve as chief liaison for USAID/Georgia and key external stakeholders and strengthen the capacity of staff and partners.
Major responsibilities will include, but are not limited to the following:
- Provide technical direction, leadership, and oversight of all programmatic and administrative matters.
- Oversee strategic, managerial, and technical decisions, identify and mitigate project risks, and suggest necessary adjustments.
- Serve as the main liaison with USAID and ensure adherence to USAID regulation, contract requirements and PMCG’s policies.
- Develop and implement the program quarterly work plans for project activities.
- Supervise the development and submission of project deliverables and provide timely and accurate reporting and briefings to USAID and relevant stakeholders on all program areas.
- Ensuring that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes.
- Designing learning approaches that enable analysis of data, context, and emerging experience for the Activity’s technical approaches.
- Facilitating coordination and collaboration among project partners and stakeholders
- Other duties as assigned.
Qualifications:
- Master’s degree in development studies, economics, or relevant field is required.
- Minimum of ten (10) years of experience leading international donor-supported programs of similar size, complexity, and scope, preferably in Eastern Europe and Eurasia.
- Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
- Significant experience in CLA, including a deep understanding and application of USAID’s CLA framework.
- Ability to build and maintain trust-based and collaborative relationships with diverse stakeholders.
- Excellent interpersonal, writing, and oral presentation skills in English.
