This position is designated Confidential. Under the supervision of the Labor Relations Manager (LRM) of the Office of Labor Relations, the Staff Services Analyst (SSA) has responsibility for activities such as ensuring State compliance with laws, policies, and labor agreements, including the Fair Labor Standards Act (FLSA); investigating and/or recommending regarding disposition of grievances arising out of labor agreement administration, or grievances filed outside of the labor agreements; developing training materials for supervisory/management staff regarding State labor relations policies and proper practices in grievance handling or other areas of labor-management relations; researching and reporting on labor relations matters; analyzing legislation, case law, and administrative regulations in the field of labor relations; noticing unions regarding various changes to wages, hours, terms and conditions of employment and/or as required by regulations; and managing/ maintaining all LR Office-related databases, intranet website, email inboxes, and other electronic systems.
The SSA performs the most basic entry-level related LR analytical functions in preparation for succession planning into the Labor Relations Analyst classification. The incumbent performs varied and difficult duties exercising a high degree of reliability, initiative and independence.

Working Conditions
Position located in Sacramento, Sacramento County.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
