This position is responsible for planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Finance & Accounting Department, including fiscal management, accounting, billing, risk management; directing and administering the fiscal operations and activities of the District’s which include investments, financial transaction processing, recordkeeping and reporting, vendor payments and payroll. Responsible for coordinating the production and the administration of District budget’s.
Essential Job Functions:
- Assumes full management responsibility for all financial functions and activities, including
finance, treasury, accounting, billing, and insurance policies.
- Establishes accounting procedures, internal control measures, financial reporting practices
and budgeting processes.
- Directs fiscal management of the Districts, including budget preparation, monitoring and
presentation.
- Responsible for making revenue and expenditure forecasts, monitoring collections, and
reporting significant deviations from expectations to the Districts.
- Approves all payments and oversees that proper accounting procedures are used for
processing collections and making payments, including handling of cash receipts, issuance of
vendor checks, making bank wires and payroll disbursements.
- Manages the investment portfolio and ensures that investments meet and provide for
adequate cash and is available to meet obligations
- Manages revenue collection programs including special tax assessments; monitors any
restrictions on the use of those collections and insures compliance with reporting or other
provisions.
- Presides over operating budget and directs the preparation of annual District operating
budgets while working with the District Field Manager to determine the appropriate budget
that should be funded to reach the desired levels of services to be attained by each District
- Develops and administers the budget for the Districts; approves all expenditures and
manages the funds provided for staffing, equipment, materials, and supplies.
- Advises and otherwise provides assistance and guidance to the District Managers, and other
District staff and the public regarding financial matters.
- Develops and directs the implementation of goals, objectives, policies, procedures, and work
standards for the Accounting Department.
- Selects and sets work standards for the Accounting Department personnel; evaluate and
review work for acceptability and conformance with industry standards; responds to staff
concerns, provide training opportunities, work to correct performance issues in coordination
with Human Resources and implement discipline and termination procedures.
- Monitors changes in laws and regulations affecting District operations and implements policy
and procedural changes as required.
- Reviews executed contracts and agreements to insure compliance with renewal provisions
and updates to bonds and any insurance requirements.
- Acts as the liaison for the DIstricts with the elected officials es regarding the financial affairs
and fiscal management of the Districts
- Coordinates the annual independent financial audit and implements any auditor
recommendations.
- All other duties as assigned.
Essential Tasks:
- Evaluate and analyze financial documents to assure fiscal and/or regulatory compliance with
State/Federal/District Statutes and ordinances
- Analyze and review accounting records and general ledger accounts for accuracy and
completeness; resolve differences and take corrective action.
- Collaborate with the team members to meet all applicable deadlines and maintain accuracy.
- Prepare audit schedules and assist external auditors as needed. Upload and input of audited
financial information to the Florida Auditor General - the AFR
- Develop and maintain spreadsheets and files; provide data required for completion of
periodic reports and documents.
- Prepare/review and analyze financial reports, annual audit schedules and footnotes.
- Recommend process improvements, participate in writing and updating standard operating
procedures, and attend meetings as required.
- Perform other related accounting and financial duties as required.
- Prepare correspondence and perform other administrative functions as required.
- Respond to and resolve stakeholder inquiries and problems.
- Ensure completeness of insurance policies for all insurable assets
Knowledge, Skills and Abilities:
- Considerable knowledge of the principles, practices and techniques of administration,
organization, budget preparation, supervision, training and development, financial
administration in accordance with GASB and GAAP
- Considerable knowledge and impacts of GASB 54
- Considerable knowledge of interfund transactions as defined by GASB 34
- Knowledge of principles, practices, and techniques of financial administration in a public
agency (District) setting, including the interpretation of laws, regulations, policies, and
procedures.
- Knowledge of budget management
- Knowledge of organizational and management practices as applied to the analysis and
evaluation of projects, programs, policies, procedures, and operational needs.
- Knowledge of principles, best practices and legal requirements applicable to accounting,
reporting and procurement activities for a District government in Florida.
- Knowledge of processes and reconciliation of revenues, expenditures, and technical
transactions in compliance with all applicable Federal, State, and District rules, regulations,
and ordinances.
- Knowledge of administrative problem-solving and the implementation of effective solutions.
- Knowledge of organizational and management practices as applied to the analysis and
evaluation of projects, programs, policies, procedures, and operational needs; principles and
practices of District government administration.
- Knowledge of available information system technologies – Quickbooks Enterprise - which
enhance daily business practices
- Skill in the use of computers and software/program applications, e.g., spreadsheet and word
processing applications, such as Microsoft Word, Excel, and Outlook.
- Skill in effective communication, both orally and in writing.
- Ability to prepare and administer large and complex budgets
- Ability to interpret, apply, and ensure compliance with federal, state, and local policies,
procedures, laws, and regulations.
- Ability to plan, organize, direct, and coordinate the work of professional and technical

- Ability to prepare clear and concise reports, correspondence, policies, procedures, and other

Minimum Skills/Qualifications:
- Bachelor’s degree from an accredited college or university with coursework in accounting or
finance or a minimum of four years direct governmental experience. Significant history of
related job responsibilities may be considered in lieu of minimum educational requirements.
- Ability to apply generally accepted accounting principles and methods.
- Ability to apply governmental accounting standards.
