SUMMARY:
Determine applicant eligibility for Fuel Assistance Program based upon program regulations and guidelines. Assist Program Director with a variety of application/payment processing tasks and additional projects as needed.
ESSENTIAL DUTIES & RESPONSIBILITIES:
1. Review Fuel Assistance applications for completeness, and determine client eligibility according to proscribed program guidelines and within required timeframes.
2. As required, draft incomplete notices outlining additional documentation needed to complete application.
3. Match incoming documentation to appropriate applicant file. Perform data entry to update client computer file and make appropriate eligibility determination (certification).
4. Maintain current and detailed knowledge of QCAP and Energy program guidelines, eligibility requirements and regulations in order to respond directly client inquiries, and make appropriate eligibility determinations.
5. Provide support to Program Director on a variety of additional projects/programs which may include:
a) Assist with the No Heat Emergency application processes.
b) Assist with emergency phone authorizations and provide phone coverage for Fuel Assistance reception area.
c) Assist with the release and processing of Home Weatherization Assistance Program (HWAP) Clean & Tune program.
d) Assist with Energy Conservation Programs scheduling, payments, conducting eligibility screening, making program payments, and developing client notifications;
e) Assisting with calculation and data entry of program payments;
f) Performing clerical/support duties as needed, specifically in assistance to Weatherization Program in the form of scheduling audits and data entry.
6. Perform additional duties as determined by the Program Director.

None.
QUALIFICATIONS/SKILLS:
1. A High School Diploma or equivalent.
2. Minimum of two years’ experience in human or customer services, or related field.
3. Ability to understand and interpret complex government guidelines and regulations.
4. Ability to calculate client income with accuracy and completeness.
5. Excellent customer service and computer skills, including experience working with database, word processing and spreadsheet applications.
6. Strong communication and interpersonal skills.
7. Ability to lift, push or pull office files, supplies, and equipment up to 10 lbs.
8. Commitment to and ability to work on behalf of low-income customers.
