Engineering Program Manager

Hourly Wage: $53.37/Regular/Full-Time/Supervisory
Provide professional civil engineering expertise, leadership, and guidance to the Engineering program and others as assigned by the Department of Natural Resources (DNR) Superintendent. Oversee the safety, design, logistics, and construction or repair of civil works and infrastructure projects and systems for the Yakama Nation; related to irrigation, surveying, transportation, and other projects as assigned and funded. Review plans, specifications, and cost estimates prepared by Engineering program staff and provide approval of those plans with a Professional Engineer stamp when appropriate. Provide oversight of professional engineering staff to ensure that projects are executed per approved plans and comply with the stipulations of tribal, federal, or state funding sources. At the direction of the DNR Superintendent, consult with tribal officials and others to enhance the safety and well-being of the public, and develop infrastructure that serves the collective needs of the Yakama Nation.
Examples of Work Performed:
Supervise Land Surveyor program, Wapato Irrigation Project (WIP) General Engineer Program, Transportation Engineer program, Construction Management Team, and other engineering and/or surveying contracts as awarded.
Review and approve plans, specifications, and estimates developed by Engineering program staff and others.
Oversee project proposals, development, funding acquisition, budgeting, and all other aspects of project management and administration.
Administer federal, tribal, and state funding agreements/contracts through the coordination of Engineering, Yakama Nation, and funding agency personnel.
Assess, develop, and/or update Engineering policies, procedures, or systems to enhance the effectiveness, efficiency, and productivity of the Engineering program.
Assess, develop, and/or update position descriptions and select (or reassign) appropriate staff to enhance the efficiency and productivity of the Engineering program.
Develop and promote employees through internships, mentorship, education and training, and progressive experience.
Coordinate with DNR staff and other groups to ensure that projects comply with cultural and environmental rules and regulations.
Engage with tribal students regarding opportunities in engineering through internships, mentorships, and recruiting activities.
May be assigned projects and tasks not included in the position description and assist other DNR staff as requested by the supervisor to ensure efficient and effective functioning of the work unit.
Knowledge, Skills and Abilities:
Knowledge of Yakama culture, history, and government.
Ability to abide by applicable tribal and federal laws and regulations while managing the Engineering program.
Knowledge of Yakama Nation personnel policies and procedures.
Knowledge of civil engineering design fundamentals, assessment and analysis, standards, and construction methods to maintain or reconstruct civil works or critical Yakama Nation infrastructure.
Knowledge of principles and practices of hydraulics and hydrology, wastewater collection and treatment, water quality, drinking water distribution and treatment, groundwater and wells, flood/stormwater management strategies, and environmental/stream restoration.
Knowledge of principles and practices of transportation analysis, design, and safety enhancement.
Knowledge of surveying techniques and fundamentals.
Knowledge of project management including quantity take-off, project scheduling, and engineering economic analysis.
Knowledge of safe and efficient construction practices.
Knowledge of the fundamental principles of business administration and accounting.
Knowledge of federal, state, and tribal funding agreement/contract administration procedures and
regulations.
Knowledge of construction contract administration procedures, professional service contract administration procedures, construction management, and negotiation techniques.
Ability to communicate effectively both orally and in writing. Including the ability to write technical reports, draft/present technical presentations, draft/present public presentations, draft grant proposals, and draft contracts.
Skill in developing and overseeing budgets to maintain a professional engineering and surveying staff for the benefit of the Yakama Nation.
Ability to communicate and work effectively with contractors, consultants, and the public as well as tribal, federal, state, and county personnel.
Ability to travel and work outdoors under various weather conditions.
Ability to utilize existing contract funding and pursue additional funding to enhance and develop infrastructure that serves the collective needs of the Yakama Nation.
Minimum Requirements:
Minimum of a Bachelor of Science degree in Civil Engineering or a closely related field. Five years of progressive civil engineering experience that includes large-scale design and construction projects and demonstrates superior engineering and management abilities.
Must be a Professional Engineer, or eligible to be registered, in the state of Washington. Registration in Washington must be completed within six months of appointment.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Required to pass a pre-employment drug test.
Preferred Requirements:
Graduate-level degree (M.S., M.Eng. or Ph.D.) in Civil Engineering or a closely related field.
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
