Key Responsibilities:
To develop and implement the policies, procedures, contractual rules and systems of Flight Operations, in coordination with ALPA and other Company departments, in order to ensure proper application of the Collective Bargaining Agreement and safe, efficient operation of the airline.
Systems and Policy Development
- This position will help set and implement policy, procedures and technical requirements of systems and processes for various areas related to pilot employment, both contractually required and otherwise
- This position will help modify or create entirely new policies, practices and systems to address the needs of the operation
- This position will talk to the various departments in working together to develop these changes ensuring that they meet all contractual, labor and philosophical goals
- Work is done relating to contractual compliance with the new UPA
Liaison
- Work directly with leading levels of Technology, Chief Pilot Offices, Crew Scheduling, Human Resources, Labor Relations, People Planning, Crew Planning, Crew Pay, Payroll, Flight Standards, Inflight, Alliances and ALPA to answer questions, provide input, review policy and direct numerous projects and topics touching pilot employment
- The work of many other divisions touches upon contractual or policy restrictions related to Flight Operations
- This position works closely with nearly every department to answer questions or provide guidance to make sure the direction being pursued falls within allowable contractual provisions and good labor practices
- Day-to-day questions are also answered from crew-support functions (such as Crew Pay, Crew Scheduling, Chief Pilot, etc.) and ensure the proper application of the contract consistently across the organization, maintaining the credibility of Flight Operations and a sense of fairness
- Daily advice and direction are given to the Chief Pilot Offices on matters of contract application
- Direction is also given to Chief Pilot Offices on matters of Flight Operations policy
- The contract administration position serves as the coordinator and point of contact across the entire system for all issues related to pilot policies and implements a consistent application of those policies
- Communications systems, strategies, methods and message are developed and implemented for broad distribution as well as individual correspondence with pilots
- A monthly newsletter is developed and regular communications are posted to the pilot group via an on-line blog
- CCS messages are written and issued communicating policy to pilots
- This position will work directly with multiple committees within ALPA
- This position will supervise data required by certain Federal reporting rules related to the provision of benefits to agents representing the union, and will supervise Positive Space pass travel for business purposes by ALPA members performing company work
Grievance/Arbitration
- This position will work directly with the Chief Pilot’s offices to resolve pilot work rule issues, and to develop responses to Level 1 grievances when those issues cannot be resolved
- Level 2 grievance hearings are held and responded to Participation occurs with Labor Relations in the preparation and conduct of contractual arbitration
- Work directly with ALPA to resolve pilot work rule issues and in the processing of grievances when those issues cannot be resolved, both daily and on a set quarterly schedule
Contract Negotiation
- This position will help research and draft proposals during pilot contract negotiations
- During this process it is required to have an excellent understanding of all policies and procedures, technological limitations/capabilities and regulatory requirements so that provisions agreed to in contract negotiations can be honored after ratification and during implementation
- The position requires an understanding of what types of issues might cause operational concerns in the future, or in context of business plans of the airline
- Contractual provisions must be avoided which would not allow the Company to pursue its business strategy
- Coordination with Marketing and Fleet Planning are vital to drive contractual provisions which will allow the goals of the company, such as the desire to operate new equipment types to new destinations
- There is a need to understand not only what should be allowed, but also what cannot be prohibited, and to make sure that all agreements allow the flexibility needed to meet operational demands
- The position also requires a proven understanding of contractual provisions found at other air carriers
- This is vital to ensure that our airline remain in a driven posture with others in the industry and to craft proposals
- In addition, there is an excellent need to be able to work with representatives of the union and to understand their concerns
- Once an agreement is reached, educational material must be developed in order to explain the agreement to the pilot group
- An effort is directed to develop articles and analysis, calling upon expertise in differing areas of the company, to explain the ramifications of the agreement
- This has a material impact on whether the agreement will be accepted by ratification, or whether the agreement is rejected and negotiations resume
- The material developed here can also influence the general feeling the pilot group has about working for the company and their happiness in their jobs
- Material is distributed through websites and newsletter publications distributed to the entire pilot group
- Work is done with the pilots’ base management so that management in the field can answer questions from line pilots
- Once a contract is ratified, this position will then assist in the implementation phase of the new CBA

What’s needed to succeed (Minimum Qualifications):
- Bachelor's degree or 4 years of relevant work experience
- 7+ years of experience working in areas that require strict compliance with the UPA with a primary focus on combined experiences with pilot scheduling and pay
- Must be legally authorized to work in the United States for any employer without sponsorship
- Successful completion of interview required to meet job qualification
- Reliable, punctual attendance is a crucial function of the position
