This position offers a hybrid work schedule which includes telework days and in office days at any DLI office building (St. Paul, Duluth, Rochester, St. Cloud, Mankato, Bemidji). Some travel to St. Paul office will be required to attend meetings, trainings and to provide presentations.
Balanced life work schedule; 40 hours per week; flexible work hours (work within 6 am to 6 pm), hybrid work environment (home and office).
This position assesses, analyzes, designs, implements and enforces department policy and programs to ensure effective vocational rehabilitation services are provided to Minnesota injured workers. The incumbent of this position serves as primary staff to the Rehabilitation Review Panel. The incumbent also serves as coordinator of:
1) the department’s development and promulgation of rehabilitation rules and proposed rehabilitation legislation in collaboration with Legal Services,
2) the investigation and disciplinary process relative to complaints regarding alleged violations of professional conduct by rehabilitation providers,
3) the monitoring of rehabilitation plans, and
4) the training of stakeholders in rehabilitation issues.
The position is responsible for establishing project priorities and identifying and achieving goals.
Perform other duties as assigned.
Three years experience* providing vocational rehabilitation services to injured workers.
- An Associate's degree in Business, Business Administration, Rehabilitation Counseling, Vocational Rehabilitation or related field may substitute for six months of experience; a Bachelor's degree in Business, Business Administration, Rehabilitation Counseling, Vocational Rehabilitation or related field may substitute for one year of experience; a Master's degree in Business, Business Administration, Rehabilitation Counseling, Vocational Rehabilitation or related field may substitute for 18 months of experience.
- Knowledge of vocational rehabilitation counseling techniques; assessment methodologies; comprehensive knowledge of occupations, occupational injury and disability; knowledge of job development, job seeking and job placement skills.
- Knowledge of Minnesota Workers' Compensation laws and rules, legal terms and syntax to understand case law decisions and issues presented in case management activities.
- Research and analytical skills to interpret and apply case law, examine, review and analyze workers' compensation cases for statutory and department/division procedural compliance.
- Conflict resolution skills to negotiate disputed issues and Interpersonal skills to develop and maintain effective-positive work relationships and the ability to interact effectively with difficult customers and staff.
- Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
- Certification as a CRC or CDMS.
- Master of Science in Vocational Rehabilitation or Bachelor of Science in Vocational Rehabilitation with 5 years work comp experience.
- Knowledge of Electronic Data Interchange (EDI) processes and procedures.
- Knowledge of Work Comp Campus.
- Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
