Director of Finance
SUMMARY: Develops, maintains, and analyzes the agency accounting systems and reports to ensure that coalition fiscal functions and reports are accurate and in compliance with state and federal regulations. Directly responsible for maintaining and ensuring the integrity of the financial and operations functions of the coalition and compliance with state and federal regulations.
QUALIFICATIONS: Must demonstrate excellent written and oral communication skills. Experience in Microsoft Excel, Outlook, and Word required. Experience in MIP accounting system preferred. Must be customer service-oriented. Minimum four (4) years of supervision, budgeting and accounting experience required.
EDUCATION: Bachelor’s degree required.
An equivalent combination of related education and experience may be substituted for the required education with approval from the CEO.
RESPONSIBILITIES & DUTIES include the following. Other job-related duties may be assigned.
· Manages Fiscal, IT, Procurement and Reimbursement departments and provides supervision and consultation to coordinators and line staff.
· Generation of financial statements.
· Fiscal, Reimbursement and IT policies and procedures, including implementation and verification; ensure proper internal controls are in place.
· Staffing audit committee of board of directors.
· Spend Plan documentation, slot utilization reports, and match commitment and match requirement reports.
· Development and implementation of agency budget, realignments, and reporting.
· Responsible for Cost Allocation Plan and general ledger implementation and analysis.
· Responsible for grant management, invoices and documentation
· Responsible for capital and operations budget projections and variance reporting for programs and agency roll-up; reporting to management.
· On-going internal reconciliation and reporting of GL balances and Balance Sheet account validity and program and roll-up Statements of Activity.
· IT project and IT telecom agency efficiency assessment and new program development.
· Agency cash flow projections, and analysis and process bank reconciliations and bank accounts balance verification.
· Provider and vendor fiscal issue resolution and reporting to the CEO.
· Responsible for Annual Audit and State Monitoring detail information follow up and corrective action plans.
· Provider payment scheduling that meets agreement deadlines in collaboration with the Reimbursement
· On-going internal reconciliation and reporting of Coalition GL balances and Balance Sheet account validity and program and roll-up Statements of Activity.
· Act as a back-up to the Fiscal Coordinator.
· Other duties as assigned.
OTHER REQUIREMENTS:
· Must possess a valid Florida driver’s license, good driving record, reliable transportation and current automobile liability insurance policy and be willing to travel to all areas of Alachua County to perform required tasks.
· The selected candidate will be required to submit and pass a local and national background screen and pre-employment drug screen prior to their date of hire.
