The estimated starting salary for this position is $150,000-175,000 per year.
Duties and Responsibilities/Results:
- Manage the BSA department and ensure the Bank’s day-to-day BSA / AML activities and related transaction alert processing is performed in accordance with NY State and Federal regulations and laws, and Bank policies and procedures.
- Serve as the Bank’s enterprise level subject matter expert for all BSA, AML, and OFAC matters and support the Bank’s various departments / business lines as needed.
- Review and ensure all required Suspicious Activity Reports (SARs), Cash Transaction Reports (CTRs) are completed accurately and with the appropriate Federal and/or local agencies in a timely matter.
- Collaborate with the Bank’s Digital, Retail, Business Banking, and Lending Divisions to ensure that consumer and business accounts are on boarded in accordance with Bank policies, procedures, applicable laws, and regulations, including KYC / KYB.
- Conduct / oversee customer due diligence practices and risk assessments / monitoring of both personal and business customer accounts / activity, include Enhanced Due Diligence (EDD) reviews and assessments for higher risk customers.
- Remain current on job-related compliance issues and routinely assess the Bank’s BSA / AML programs, practices, reports, staffing levels, training curriculum, and IT solutions to ensure they remain effective and in compliance with all current and prospective regulations, laws, and industry best practices. Recommend process, program staffing and training enhancements to executive management as necessary.
- Coordinate / Prepare BSA activity and trending reports for management and Board of Trustees as requested.
- Develop BSA / AML educational program(s) and conduct BSA compliance training for customers, employees, and Board of Trustees as required and/or necessary.
- Maintain and update all BSA department policies and procedures and update as required.
- Serve as the Bank’s primary liaison with Federal & State Regulators, third party Auditors and BSA Consultants for all BSA compliance related matters.
- Respond to FinCEN 314a requests.
- Performing other job-related duties from time-to-time, as requested by management.
Required Qualifications:
- Minimum of Ten (10) years of management experience in BSA Compliance with a Community / Commercial Bank required.
- Bachelor’s degree in Risk, Finance, Accounting or similar business-related field required. Certified Anti-Money Laundering Specialist (CAMS) or Certified BSA/AML Professional (CBAP) certification required.
- Demonstrated ability to maintain the highest level of professionalism and confidentiality when dealing with sensitive matters and customer / employee data.
- Comprehensive and granular knowledge of BSA, AML, OFAC regulations, laws and industry best practices, and a demonstrated ability to interpret and effectively implement is required.
- Strong working knowledge of Fiserv DNA core banking / payments, Patriot Officer, Lexus Nexus, MS Office Suite, or similar core, risk and transactions monitoring systems.
- Demonstrated experience / ability to effectively communicate (written and verbal) with employees, Bank officers, Board of Trustees, State / US Federal regulators, and other third parties.
- Demonstrated ability to independently coordinate and manage both day-to-day and longer-term strategic projects.
- Strong professional network of industry peers, law enforcement, and NYS / Federal regulatory compliance agencies.
